Job Description

We are seeking an experienced HSE (Health, Safety & Environment) Manager to lead all safety aspects for substation and high-voltage infrastructure projects. This role is critical in ensuring a safe working environment, strict compliance with regulatory standards, and the successful delivery of projects without incidents. The ideal candidate will have strong experience in power, utilities, or substation projects and a proactive approach to risk management.

Key Responsibilities

  • Develop, implement, and enforce HSE policies, procedures, and management systems on-site
  • Ensure full compliance with local regulations, client requirements, and international HSE standards
  • Conduct risk assessments, hazard identification (HIRA), and implement control measures
  • Lead toolbox talks, safety briefings, and HSE training programs for site personnel
  • Monitor site activities to ensure safe work practices, especially for high-risk activities (e.g., working at height, lifting, electrical works)
  • Oversee permit-to-work (PTW) systems, lockout/tagout (LOTO), and safe isolation procedures
  • Conduct regular inspections, audits, and incident investigations, ensuring timely reporting and corrective actions
  • Manage and track HSE performance metrics, KPIs, and reporting to stakeholders
  • Liaise with contractors, consultants, and authorities on all HSE matters
  • Promote a strong safety culture and continuous improvement across the project team

Requirements (Must-Have)

  • Bachelor's Degree in Occupational Safety & Health, Engineering, or a related field
  • Minimum 8–12 years of HSE experience, with significant exposure to substation or high-voltage projects (mandatory)
  • Strong knowledge of electrical safety practices and high-voltage systems
  • Familiarity with Malaysian HSE regulations and standards (e.g., DOSH requirements)
  • Proven experience managing HSE on construction or infrastructure project sites
  • Experience with PTW, LOTO, HIRA, and incident investigation processes
  • Strong leadership and communication skills

Preferred Qualifications

  • Registered Safety & Health Officer (SHO) with DOSH Malaysia
  • NEBOSH, IOSH, or equivalent international HSE certifications
  • Experience working with utilities, EPC contractors, or consultancy firms
  • Knowledge of environmental management and sustainability practices
