Job Description

JOB PURPOSE:

  • IT Project Manager of Anti-Money Laundering System who manage the delivery and operations of the system.
  • Proven experience in IT solution architecture and design.
  • Provides technical leadership to the technical team members in support of development, implementation, maintenance and operations of application systems / IT solution (local and regional).
  • Manage business stakeholders and align technical resources in achieving project objectives.
  • Lead and take ownership in driving the strategy to meet the business strategic plan.
  • The implementation of IT project / solution is to meet the business strategic plan (including business transformation, business growth, operational efficiency, etc.) and compliance requirements. This role is to support new AMLA solution in the Bank as well as manage the existing IT-owned initiatives.

KEY ACCOUNTABILITIES & OUTCOMES:

Accountability:

  • Ensure technical specifications/ programs developed meet user / functional specifications.
  • Ensure programs are error free and work efficiently
  • Ensure system / enhancement are delivered on time and with high quality incl. accuracy and operation efficiency
  • Ensure timely resolution of application problems
  • Ensure system high availability and meet SLA
  • Ensure user satisfaction
  • Ensure compliance of IT standards / policies, QM SDLC procedures and Audit requirements.

Supporting Activities:

  • Enhancing understanding of business functionality.
  • Reviewing functional and technical design with users and Specialists.
  • Thorough testing, peer review (program codes review)
  • Formulate comprehensive test plan, test contents incl. SIT and performance test
  • Recognize and articulate the problem, participate in problem resolution activities
  • Review system design and operation flow to identify potential root cause
  • Propose recovery actions and/or permanent resolution
  • Prompt escalation of problems not within internal controls for management attention and decision
  • Review system performance statistics periodically, propose and implement performance tuning or improvement plan incl. review and redesign system if necessary

  • Engage with users constantly.
  • Participate in user activities to understand user work processes better
  • Be guided by the established guidelines/ policies published under IT Security, QM and Audit requirements.

Outcome/ deliverables:

  • Obtain buy-ins from business by providing sufficient information for them to make decisions.
  • Clearer understanding ensures the system is delivered according to business needs, with less need for rework.
  • Program delivered is error-free and according to user specifications
  • Structured and thorough testing during SIT ensures minimal/ zero errors surfaced during Users testing.
  • Exception testing is also carried out
  • Problem resolution within agreed SLA.
  • Minimize disruptions to Business via recovery actions (temporary/ permanent)
  • Management is kept aware of issue that may require them to step in to get certain things done if working level is unable to do so
  • System supported is always available according to agreed SLA.
  • Improved system performance by tweaking related parameters.
  • Management is kept informed and able to step in to get certain things done if working level is unable to do so
  • Frequent engagement with users helps build rapport and trust towards long-term relationship.
  • Participation in user activities helps to gain better understanding of Business needs and possibly exceed their expectation
  • All required deliverables/ documentations comply with SDLC, IT Security & Audits requirements.

Challenges:

  • Design, analyse, and provide technical specifications and specialty guidance incl. review of codes / test contents and coding of complex programs for system development / enhancement in accordance to user specifications.
  • To have team leading qualities i.e. technical knowledge & soft skills.
  • To ensure systems & support are delivered timely and accurately according to technical specifications
  • Support user testing incl. review of test plan and be responsive to user queries, request for assistance.
  • To proactively improve the processes
  • Investigate and resolve development and production application problems, timely and effectively.
  • Engaging application vendors & infra team for effective resolution of problems.
  • To have good analytical skills to investigate system problem

  • Business knowledge incl. product behaviour to understand user specifications to provide high quality design and complete and accurate technical specifications

EDUCATION:

  • Level of Education: At least tertiary level
  • Years of Experience: Minimum 10-15 years in leading medium to large projects.
  • Discipline/Related Field: Information Technology (IT) – Project Management and Solution Architecture
  • Domain: AMLA/CDD/Compliance applications.

EXPERIENCE:

  • 10+years of End to end Project Delivery
  • Managing IT project/operations which includes Application Support and Infra
  • Knowledge of Server
  • Setup/Network/Automation/Storage/Backup/ Database.

CERTIFICATIONS/REGULATORY CERTIFICATIONS:

  • Project Management Professional (PMP)
  • Certified Scrum Master
  • Agile Methodologies.

JOB SPECIFIC SKILLS & COMPETENCIES REQUIRED:

  • Has experience in leading solution architecture and design.
  • Knowledge and experience in IT application architecture, analysis, design and development of applications
  • Proven experience as an IT Project Manager with a focus in managing projects from initiation to closure.
  • Understanding in project management processes and methodologies including common roles and responsibilities and able to manage end-to-end project delivery/support
  • Understanding of the IT solution discipline, processes and concepts.
  • Technical aptitude, basic knowledge and experience across Oracle applications, information, technology, and process domains.
  • Expertise in identifying business process improvements and improving Oracle FCCM functionalities to achieve business objectives.
  • Vendor Management and Stakeholder Management.
