About the Role
The SEACEN Centre is seeking a Project Manager (PM) on contractual basis to support the implementation of flagship and cross-pillar programmes, particularly those involving innovative and blended learning approaches.
This is a project-based engagement focused on strengthening programme planning, execution, and continuous improvement, while embedding modern project management and learning innovation practices across the organisation.
Contractual Arrangement
This engagement is strictly on a Contract for Services basis. The successful candidate will be engaged as a Consultant and shall not be considered an employee of SEACEN. No employment benefits shall apply.
SCOPE OF WORK
Key Responsibilities
Programme Implementation & Coordination
- Coordinate end-to-end implementation of assigned flagship and cross-pillar programmes, from planning through post-programme evaluation.
- Provide structured project management support for initiatives such as Governance Summits, Masterclasses, regional seminars, and blended learning programmes.
- Develop and maintain programme timelines, workplans, and milestone trackers.
- Coordinate closely with Faculty, Course Directors, and Programme Coordinators to support effective communication, resource planning, and cross-pillar execution.
Capacity Building & Programme Delivery Support
- Provide advisory support to Programme Coordinators to strengthen project planning, coordination, and delivery capabilities.
- Develop and document reusable tools, templates, and good practices for programme implementation.
- Identify opportunities to enhance programme design and delivery through process improvement and digital tools or learning technologies.
Monitoring, Reporting & Continuous Improvement
- Monitor programme progress against agreed milestones and deliverables.
- Prepare periodic progress updates and post-programme reviews.
- Collect and analyse participant and stakeholder feedback.
- Provide recommendations to improve efficiency, learning quality, and participant experience.

Requirements
- Proven experience in project or programme management, preferably in training, education, or capacity-building environments
- Experience managing cross-functional or multi-stakeholder initiatives
- Strong organisational, coordination, and communication skills
- Familiarity with blended learning, digital tools, or innovative programme delivery is an advantage
- Ability to work independently in a contract-based engagement
