Project Manager (TNB Interconnecting Facilities)

JOB OVERVIEW:

To lead and manage the end-to-end delivery of 132kV and 275kV grid interconnection works, including PMU/Switchyard construction, installation and commissioning, ensuring compliance with TNB requirements, safety, quality, budget and schedule, while securing all necessary approvals and clearances for successful project energization and handover.

KEY RESPONSIBILITIES:

1.End-to-End Interconnection Delivery: Own the complete project delivery lifecycle, including engineering coordination, procurement support, construction, testing, commissioning, and final energization for 132kV and 275kV interconnecting transmission assets.

2.PMU & Switchyard Construction Management: Direct on-site operations at the PMU. Oversee the installation, testing, and commissioning of critical high-voltage primary equipment, including transformers, gas-insulated/air-insulated switchgear (GIS/AIS), busbars, circuit breakers, and instrument transformers.

3.TNB Liaison & Process Alignment: Serve as the primary focal point for all TNB interface matters. Navigate and execute procedures regarding TNB grid connection agreements, pre-commissioning inspections, testing programs, and coordinate directly with TNB Asset Management and the National Load Despatch Centre (NLDC).

4.Authority & Statutory Clearance Management: Proactively manage, coordinate, and secure permits and approvals from multiple external regulatory bodies and authorities, including:

• JKR (Jabatan Kerja Raya): For utility reserves, road cuts, access culverts, and traffic management plans.
• PTG / JKPTG: Regarding land alienation, right-of-way (ROW), and transmission line wayleave.
• Local Municipal Councils (PBT): For structural approvals, Earthworks Permits, and Certificate of Completion and Compliance (CCC).
• Other Authorities: JPS (drainage), DOSH/JKKP (crane/lifting operations), and relevant utility providers.

5.Grid Compliance, Protection & Control: Oversee the deployment of protection and control schemes (relay settings, sync-check, teleprotection, and SCADA integration) ensuring full compatibility with TNB's technical specification standards.

6.Project Controls & Reporting: Perform integrated planning via Work Breakdown Structures (WBS) and schedules. Maintain a strict risk log, manage variation orders, and generate daily, weekly, and monthly progress updates for internal and external stakeholders.

7.Site Safety & Quality Assurance: Enforce stringent site safety plans, hazard analyses (HAZID/HAZOP), and permit-to-work systems at the PMU site. Lead Quality Assurance/Quality Control (QA/QC) programs, including managing Inspection & Test Plans (ITPs), hold points, and Factory/Site Acceptance Tests (FAT/SAT).

REQUIREMENTS:

• Education: Bachelor's degree in electrical engineering (Power/Heavy Current preferred) or a related engineering discipline.
• Professional Certification: PMP and/or BEM registration preferred.
• Years of Experience: Minimum of 8 to 12 years of working experience in the power/utilityindustry, with at least 5 years of focused experience acting as a Project Manager specifically managing TNB substation construction (PMU), transmission lines, or grid interconnecting projects.
• Industry Knowledge: In-depth, practical technical execution knowledge regarding TNB substation design standards, grid codes, testing protocols, and asset handover frameworks in Malaysia
• Technical Knowledge: Strong knowledge of TNB standards, grid codes, ESA processes, testing and commissioning, grid compliance studies, and full project lifecycle management.
• Stakeholder Management: Proven ability to manage TNB, consultants, contractors, and regulatory authorities.
• Project Management: Proficient in Primavera P6 and/or MS Project for planning, scheduling, and cost control.
• Problem Solving: Strong analytical and decision-making skills to resolve technical and project execution issues.
• Communication: Excellent written and verbal communication skills in English and Bahasa Malaysia.
