Job Description

Job Scope:

  • Review and validate resource planning (materials, manpower, machinery, and workshop space allocation) prepared by relevant departments. Provide guidance to the Project Engineer to ensure effective planning and execution. Monitor and support fabrication progress to ensure timely project completion in accordance with the contractual delivery date.
  • Review schedules prepared by the Project Engineer and developed an overall plan to identify and address critical activities.
  • Coordinate with all Operations departments to ensure smooth fabrication and troubleshoot any issues encountered during project execution.
  • Ensure that the required analyses to comply with ISO requirements are prepared on time and that documentation complies with ISO standards.
  • Ensure project costs remain within budget as per the estimated costing sheet. Prepare revised budgets and obtain approvals for any changes, if necessary.
  • Review, approve, and ensure that official letters and variation order (VO) sheets to the client are submitted on time, especially when there are notifications regarding schedule or cost impacts.
  • Ensure the Project Engineer coordinates with the Finance Department for timely billing and, if necessary, assist in expediting outstanding payments from clients.
  • Review and administer project contractual documents, including the client's official purchase order and terms and conditions, if applicable.
  • Initiate and conduct Risk Management Analysis for projects with high commercial exposure.
  • Ensure relevant meetings such as Kick-off Meetings, Project Closing Meetings, Progress Meetings, and Internal CCF Meetings are initiated and conducted by the Project Engineer when required. All meetings must be recorded with proper minutes.
  • Ensure the Project Engineer and project team members procure materials on time according to the planned fabrication schedule.
  • Review and approve Material Requisitions (MR) raised by the Project Engineer or project team members.
  • Ensure client complaints are acknowledged and fully responded to by the Project Engineer within the given timeframe.
  • Attend internal and external audit meetings when necessary.
  • Provide coaching and training to Project Engineers, including the documentation and sharing of One-Point Lessons.
  • Adhere to the company's safety policies, liaise with Safety Officers regarding health and safety matters, and participate in company safety programs, such as the Care Card system.
  • To maintain and comply with safety, health & environment standard's regulations within the organization.
  • You shall comply with occupational safety, health & environment standards and all rules, regulations, which is applicable to your own actions and conduct.
  • Any other duties associated with your position as and when necessary, from time to time.

Skills:

  • Strong analytical, leadership, and project management skills.
  • Excellent organizational, planning, and coordination abilities.
  • Strong interpersonal and stakeholder management skills.
  • Proficiency in project planning and scheduling tools (e.g. PrimaveraP6, Microsoft Project).
  • Ability to lead and motivate cross-functional teams.
  • Familiar with ISO standards and documentation control.
  • Capable of managing multiple projects and meeting tight deadlines under pressure.
  • Good understanding of contract terms and the commercial impact of project decisions.

Job Requirement:

  • Bachelor's Degree in Engineering or a related discipline.
  • Minimum 10 years of experience in project management and related fabrication fields.
  • Familiar with construction rules and codes for process equipment (ASME, PED, PD 5500, TEMA, API, etc.).
  • Strong knowledge of process equipment fabrication is a plus.
  • Solid command of fabrication methodologies, materials, welding, and relevant project specifications.
  • Hands-on, multi-tasking professional with the ability to adapt to and work effectively in a fabrication yard environment.
