Position Summary
The Project Site Safety Supervisor is responsible for implementing and maintaining health, safety, and environmental (HSE) standards at project sites to ensure a safe working environment and compliance with Malaysian regulatory requirements, client specifications, and company policies. The role works closely with project managers, engineers, subcontractors, and clients to promote a strong safety culture and achieve zero lost-time incidents.
Key Responsibilities
1. Safety Compliance & Site Monitoring
- Ensure all site activities comply with the Occupational Safety and Health Act (OSHA), Department of Occupational Safety and Health (DOSH) regulations, CIDB requirements, company HSE policies, and client-specific safety standards.
- Conduct routine site safety inspections, identify hazards, assess risks, and ensure timely implementation of corrective and preventive actions.
- Monitor housekeeping standards, use of personal protective equipment (PPE), and safe work practices across the project site.
- Stop unsafe work where imminent danger exists and escalate significant safety concerns to project management.
2. Risk Assessment & Work Control
- Review and monitor HIRARC, Job Safety Analysis (JSA), Safe Work Method Statements (SWMS), and Permit-to-Work (PTW) systems.
- Ensure adequate safety controls are implemented for high-risk activities
- Verify that all lifting equipment, tools, and machinery are properly inspected and certified before use.
3. Training & Incident Management
- Conduct site safety inductions for employees, subcontractors, and visitors.
- Organize toolbox meetings, safety briefings, and HSE awareness programmes.
- Investigate accidents, incidents, dangerous occurrences, and near misses, conduct root cause analysis (RCA), and recommend corrective and preventive actions.
- Coordinate emergency preparedness activities, including emergency response plans, fire drills, rescue drills, and first aid arrangements.
4. Documentation & Reporting
- Prepare and maintain HSE documentation, including inspection reports, audit reports, incident investigation reports, safety statistics, PTW records, and regulatory documentation.
- Ensure all statutory records and site safety documents are accurate and up to date.
- Prepare weekly and monthly HSE reports for project management and clients.
5. Stakeholder Coordination
- Coordinate with project managers, engineers, subcontractors, clients, consultants, and regulatory authorities on all HSE matters.
- Support internal and external safety audits and inspections.
- Assist in implementing continuous improvement initiatives to enhance overall site safety performance.
Requirements
- Diploma or Certificate in Occupational Safety and Health, Environmental Science, Engineering, Construction Management, or a related discipline.
- Minimum 3–5 years of experience in construction, electrical, M&E, infrastructure, or industrial project safety supervision.
- Experience working on EPC or industrial project sites is an added advantage.
- Good knowledge of Malaysian OSHA regulations, DOSH requirements, CIDB standards, and construction safety practices.
- Strong understanding of HIRARC, JSA, SWMS, PTW, emergency response, and incident investigation.
- Good communication, leadership, and interpersonal skills.
- Ability to influence safe behaviours and work effectively with multiple stakeholders.
- Proficient in Microsoft Office applications.

- Able to work independently under pressure and at project sites.
