Key Responsibilities and Duties
- Verify project quantities and approve purchase requisitions from project sites
- Work closely with the Contract Department and Project QS to ensure accurate tender costing
- Review and approve supplier selection, pricing structures, and procurement strategies
- Resolve site-related procurement issues including delivery delays, shortages, and material quality concerns
- Ensure materials are delivered according to project schedules and operational timelines
- Review and approve all purchasing documentation and procurement records
- Ensure costing sheets are accurate and compliant with procurement workflows
- Oversee purchasing department workflow to maintain operational efficiency
- Monitor procurement performance, supplier reliability, and cost control initiatives
Skill Requirements
- Strong communication and negotiation skills with suppliers and project stakeholders
- Ability to make decisions under time pressure in project-driven environments
- Strong cost control awareness and value engineering capability
- Familiarity with ERP systems or procurement costing platforms
- Understanding of corporate governance and procurement best practices in civil construction
- Strong leadership capability in managing procurement teams and workflows
- Sound judgement in compliance, governance, and ethical procurement
Minimum Qualifications
- Bachelor's in Purchasing, Procurement or equivalent field.
- 57 years of experience in civil engineering or construction procurement.
- At least 3 years in a leadership or supervisory role (preferred).
- Able to communicate effectively in Bahasa, English and Mandarin (orally) with counterparts.
- Strong knowledge of construction machinery, materials, and equipment used in civil engineering project.
