Designation: Purchasing Manager
Role Summary
The Purchasing Manager is responsible for overseeing all purchasing and procurement activities, ensuring timely availability of raw materials and trading products at optimal cost, quality, and delivery standards. The role involves supplier management, team leadership, compliance with regulatory requirements, and coordination with internal and external stakeholders to support production and sales operations.
Key ResponsibilitiesPurchasing & Procurement Management
- Lead and manage sourcing and ordering of raw materials for production and local trading products for sales requirements
- Develop, execute, and monitor procurement plans to ensure uninterrupted production and optimal inventory levels
- Request quotations and negotiate competitive pricing, payment terms, and delivery schedules with suppliers
- Ensure purchase costs remain competitive while maintaining quality and delivery standards
Team Leadership & Supplier Management
- Provide guidance, supervision, and performance monitoring for the Purchasing team
- Actively engage with suppliers to improve delivery performance, pricing competitiveness, and material quality
- Evaluate existing and new suppliers using the internal Vendor Rating System and recommend improvements
Inventory & Logistics Coordination
- Monitor stock levels to prevent production downtime or excess inventory
- Plan and manage shipping and logistics for imported raw materials
- Liaise with forwarding agents to ensure compliance with Customs procedures and Sales Service Tax (SST) requirements
- Ensure all purchased materials are delivered on schedule
Quality, Safety & Compliance
- Ensure purchased materials conform to requester specifications, including safety and regulatory requirements
- Review technical and compliance documentation for chemical-based materials to ensure compliance with RoHS (EU Directive) and other applicable regulations
- Support and participate in supplier audits, including SIRIM audit and certification processes
Documentation & Administration
- Maintain accurate purchasing records, supplier documentation, and business correspondence
- Manage Purchase Orders, Supplier Master, and Material Master records
- Liaise with Customs and MIDA authorities as required
Additional Responsibilities
- Perform additional duties as assigned by management from time to time
EMS & OHSMS Responsibilities
- Understand, implement, and uphold Environmental Management Systems (EMS) and Occupational Health & Safety Management Systems (OHSMS)
- Communicate and report EHS matters to the Superior, Management Representative (MR), or EHS Officer
- Take appropriate actions during normal, abnormal, and emergency EHS situations
- Participate in EHS-related training, programs, audits, and improvement initiatives
- Maintain good environmental, health, and safety practices, including workplace housekeeping
- Participate in QMS, EMS, and OHSMS activities as required
Role RequirementsEducation
- Degree in Manufacturing, Business Administration, or a related field
Experience
- Minimum 5 years of experience as a Procurement or Purchasing Manager in the manufacturing industry
Skills & Competencies
- Fluent in written and spoken English
- Strong analytical, problem-solving, and decision-making skills
- Excellent interpersonal and communication skills
- Knowledge of SIRIM audit and certification processes (added advantage)
- Strong understanding of importation and customs procedures
- Ability to work independently while being a collaborative team player
- Proficient in Microsoft Office, Excel, and reporting tools
Authority
- Manage Purchase Orders issued to suppliers
- Maintain Supplier Master and Material Master data
- Manage filing of purchase orders and business correspondence
- Liaise with Customs and MIDA authorities
