We are seeking an experienced Quality Manager to lead and oversee all quality assurance and quality control activities across construction projects in Singapore. The successful candidate will be responsible for developing, implementing, and maintaining project quality management systems to ensure all works comply with contractual requirements, industry standards, regulatory requirements, and client expectations.
The ideal candidate will have extensive experience within construction, mission-critical, data center, industrial, semiconductor, pharmaceutical, or large-scale building projects and possess strong leadership, auditing, and quality management capabilities.
Key Responsibilities
Quality Management System (QMS)
- Develop, implement, and maintain project and corporate Quality Management Systems (QMS).
- Ensure compliance with ISO 9001 standards, company procedures, and client quality requirements.
- Establish project quality plans, inspection and test plans (ITPs), and quality procedures.
- Monitor and continuously improve quality processes and performance across projects.
- Lead quality management reviews and continuous improvement initiatives.
Quality Assurance & Quality Control
- Oversee all QA/QC activities throughout the project lifecycle.
- Ensure construction works are executed in accordance with approved drawings, specifications, standards, and contractual requirements.
- Coordinate inspections, testing activities, and quality verification processes.
- Review and approve quality documentation, reports, inspection records, and test results.
- Monitor subcontractor and supplier quality performance.
Audits & Compliance
- Plan and conduct internal quality audits across project sites and business functions.
- Facilitate external audits by clients, certification bodies, and regulatory authorities.
- Ensure compliance with BCA requirements, project specifications, and applicable industry standards.
- Monitor corrective and preventive actions arising from audits and quality findings.
- Maintain quality records and audit documentation.
Non-Conformance & Corrective Actions
- Manage non-conformance reports (NCRs) and quality issue investigations.
- Lead root cause analysis and implementation of corrective and preventive actions.
- Monitor closure of quality observations and ensure lessons learned are captured and communicated.
- Support project teams in resolving quality-related issues effectively.
Stakeholder Management
- Work closely with project managers, construction managers, consultants, clients, contractors, and suppliers.
- Serve as the primary point of contact for project quality matters.
- Participate in project meetings and provide quality performance updates.
- Build strong relationships with stakeholders to promote a quality-focused culture.
Training & Continuous Improvement
- Develop and deliver quality awareness and compliance training programs.
- Mentor QA/QC engineers, inspectors, and project teams on quality best practices.
- Promote a culture of quality excellence and continuous improvement throughout the organization.
- Identify opportunities to improve quality systems, procedures, and project delivery processes.
Commissioning & Handover Support
- Support quality requirements during testing, commissioning, and project handover phases.
- Ensure completion and compilation of quality dossiers, turnover packages, and as-built documentation.
- Coordinate final inspections and defect management activities.
- Support successful project closeout and client acceptance processes.
Requirements
Education
- Bachelor's Degree in Engineering, Construction Management, Quality Management, Building, or a related discipline.
Experience
- Minimum 10 years of experience in quality management, quality assurance, or quality control within the construction industry.
- Proven experience on large-scale construction projects valued at SGD 50 million and above.
- Experience in mission-critical, data center, semiconductor, pharmaceutical, industrial, infrastructure, or commercial projects is highly preferred.
- Previous experience working with main contractors, EPC contractors, project management consultancies, or developers.
Technical Skills
- Strong understanding of quality management systems and construction quality processes.
- Extensive experience with ISO 9001 implementation and auditing.
- Knowledge of inspection and test plans (ITPs), quality documentation, and quality control procedures.
- Experience conducting root cause analysis and managing corrective action programs.
- Familiarity with commissioning and handover quality requirements.
Regulatory Knowledge
- Strong understanding of Singapore construction regulations and quality standards.
- Familiarity with BCA requirements, quality management systems, and construction industry best practices.
- Knowledge of relevant international construction and engineering standards.
