Job Description

Job Summary

Quantity Surveyor & Cost Estimator is responsible for managing the commercial and contractual aspects of high voltage electrical projects, from tender stage through project completion. The role involves cost estimation, tender preparation, quantity measurement, contract administration, variation claims, subcontractor management, and project cost control.

The role will work closely with Project Managers, Engineers, Procurement, Consultants, Clients, and Subcontractors to ensure projects are delivered within the approved budget and contractual requirements.

Key Responsibilities

1. Tendering & Cost Estimation

  • Prepare detailed quantity take-offs, cost estimates, and bills of quantities (BOQ) for HV electrical projects.
  • Review tender drawings, specifications, scope of work, and contract requirements.
  • Prepare tender pricing, rate analysis, and commercial proposals.
  • Obtain and evaluate quotations from suppliers and subcontractors.
  • Identify potential commercial risks, exclusions, and cost implications during tender stage.

2. Quantity Measurement & Cost Control

  • Monitor project quantities, material usage, labour costs, and project expenditure.
  • Prepare and maintain project cost reports and forecasts.
  • Monitor actual costs against the approved budget.
  • Identify cost variances and recommend appropriate cost-control measures.
  • Verify quantities and progress of works completed on site.

3. Contract Administration

  • Review and administer main contracts, subcontract agreements, and purchase orders.
  • Ensure contractual requirements, notices, and submission deadlines are properly monitored.
  • Prepare and manage claims, variation orders, extension of time (EOT), and other contractual submissions.
  • Maintain proper records of contractual correspondence and supporting documentation.

4. Progress Claims & Payment

  • Prepare monthly progress claims and payment applications.
  • Verify subcontractor progress claims and supporting documents.
  • Liaise with the Client/Consultant on certification and payment matters.
  • Monitor outstanding claims, certifications, and payment collections.

5. Variation & Claims Management

  • Identify, evaluate, and quantify variations arising from design changes, additional works, site conditions, and client instructions.
  • Prepare variation orders and supporting cost documentation.
  • Prepare contractual claims and ensure timely submission.
  • Maintain a proper variation and claims register throughout the project.

6. Subcontractor & Supplier Management

  • Review subcontractor quotations and commercial proposals.
  • Prepare subcontract packages, scope of work, and commercial comparisons.
  • Negotiate rates, terms, and conditions with subcontractors and suppliers.
  • Monitor subcontractor costs, claims, variations, and final accounts.
  • Ensure subcontractor payments are aligned with certified work progress.

7. Final Account

  • Prepare and negotiate final accounts with clients, consultants, subcontractors, and suppliers.
  • Reconcile final quantities, variations, claims, and payments.
  • Ensure all commercial matters are properly closed before project completion.

8. Project Coordination

  • Work closely with Project Managers, Engineers, BIM teams, Procurement, Site Teams, and Finance.
  • Attend project and commercial meetings when required.
  • Provide commercial advice and cost information to project management.
  • Support management in identifying commercial opportunities and risks.

Requirements

  • Bachelor's Degree/Diploma in Quantity Surveying, Construction Management, Electrical Engineering, or a related field.
  • Minimum 5 years of relevant QS/commercial experience, preferably in electrical, power, utility, infrastructure, or HV projects.
  • Experience in high voltage electrical projects, substations, transmission/distribution systems, or power infrastructure will be an advantage.
  • Strong knowledge of quantity measurement, costing, tendering, contract administration, and claims management.
  • Experience with variation orders, EOT, progress claims, and final accounts.
  • Good understanding of construction contracts and commercial practices.
  • Proficient in Microsoft Excel, Word, and relevant QS/cost management software.
  • Able to read and understand electrical drawings, specifications, BOQ, and project documentation.
  • Strong negotiation, analytical, communication, and problem-solving skills.
  • Able to work independently and manage multiple projects or deadlines.
  • Willing to travel or work at project sites when required.
