Job Purpose

The Quantity Surveyor will support the Cost & Contract team in managing Malaysia projects across feasibility, pre-construction, tender, construction and post-contract stages.

The role supports the growing multi-region project pipeline by providing day-to-day commercial assistance to senior team members. The candidate will shadow senior team members, learn the company's internal processes and gradually take ownership of selected work packages or project-level QS functions.

A key part of the role is to ensure commercial matters are well documented and aligned with the company's Delegation of Authority, procurement process and internal approval workflow.

Job Roles and Responsibilities

1.Feasibility / Early Budget Stage

  • Assist in preparing initial cost estimates based on concept drawings, layouts, specifications and available project information.
  • Support business case preparation, CAPEX planning, cost benchmarking, cost optimisation and value engineering reviews.
  • Collect budgetary quotations from contractors, suppliers and consultants, and assist in reviewing tenant requirements for potential cost impact.
  • Maintain and update internal cost database and benchmark rates.

2.Pre-Construction / Tender Stage

  • Assist in procurement activities for main contract, nominated sub-contract, employer's direct contract, consultant and specialist packages.
  • Prepare tender comparison tables, commercial evaluation summaries, tender clarification lists, tender interview notes and recommendation reports.
  • Check tender submissions for completeness, exclusions, qualifications, assumptions and abnormal rates.
  • Coordinate with consultants, contractors and internal stakeholders to close tender gaps and keep procurement trackers aligned with the project programme.
  • Compile supporting documents for internal approval and award recommendation, ensuring commercial records are properly filed and traceable.

3.Construction / Post-Contract Stage

  • Review contractor progress claims, payment assessments and supporting documents for monthly cost reporting.
  • Coordinate with Project QS on information required to complete cost reports.
  • Support tenancy fit-out works and related commercial follow-up, where required.

4.Budget Control / Cost Reporting

  • Update monthly cost reports, cost trackers and forecast working files.
  • Monitor approved budget, awarded sum, committed cost, anticipated final cost and cost movement.
  • Highlight abnormal cost movement, budget risks, missing scope and pending commercial decisions.
  • Assist in preparing supporting documents for budget readjustment, capital call or approval papers.

Job Holder Requirements

Qualifications & Experience

  1. Diploma or Degree in Quantity Surveying, Construction Management, Building, Civil Engineering or related discipline.
  2. Preferably 5 years and above of Quantity Surveying experience.
  3. Experience in developer, consultant or contractor environment is acceptable.
  4. Experience in industrial, warehouse, logistics, infrastructure or building projects will be an advantage.
  5. Candidates with a strong learning attitude are encouraged.

Technical Skills

  1. Cost estimation and measurement; tender analysis and comparison.
  2. Contract administration, variation order assessment and progress claim checking.
  3. Cost reporting, forecasting and ability to read drawings, specifications and tender documents.
  4. Proficient in Microsoft Excel; knowledge of CostX, AutoCAD or similar measurement / drawing review tools will be an advantage.

Soft Skills and Competencies

  1. Able to communicate clearly with consultants, contractors and internal teams.
  2. Detail-oriented, organised, responsible and able to follow up actively to close pending matters.
  3. Able to identify missing scope, unclear information and commercial risks.
  4. Willing to learn, able to take feedback and able to work on multiple projects concurrently.
  5. Practical, solution-oriented and able to prepare clear tables, summaries and reports for review.
  6. Strong sense of governance, documentation and process compliance.
