Role Overview
The Quantity Surveyor will support cost management, contract administration, and commercial control for semiconductor fabrication plant (fab), cleanroom, and high-tech manufacturing projects. The role involves managing pre- and post-contract QS services across complex MEP-heavy construction environments.
Key Responsibilities
Pre-Contract Stage
- Prepare cost plans, feasibility studies, and benchmark reports for semiconductor / cleanroom facilities
- Support procurement strategy and tender documentation preparation
- Review and analyze contractor bids and technical/commercial proposals
- Advise on cost risks for high-spec MEP systems (HVAC, process piping, cleanroom systems)
Procurement & Tendering
- Manage tender processes for main contractors and specialist packages (MEP, CSA, tools installation)
- Prepare tender evaluation reports and recommendations
- Conduct negotiations with contractors and suppliers
- Ensure alignment with client budget and project cost targets
Post-Contract / Construction Stage
- Measure work done and certify interim valuations
- Manage variation orders and change control process
- Track project cost performance against baseline budget
- Assess claims and contractual entitlement (EOT, disruption, acceleration)
Project Controls & Reporting
- Prepare monthly cost reports and cash flow forecasts
- Monitor cost risks and mitigation strategies
- Support value engineering initiatives for cost optimization
- Coordinate with project managers, engineers, and client stakeholders
Specialised Semiconductor Scope
- Manage cost for:
- Cleanroom construction (ISO Class environments)
- MEP systems (HVAC, chilled water, exhaust systems)
- Process utilities (gas, chemical delivery systems)
- Tool installation (fab equipment, wafer tools)
- Understand sequencing and constraints of live/high-tech environments
Key Skills & Requirements
- Degree in Quantity Surveying / Construction Management / Engineering
- 3–8+ years QS experience (consultancy preferred)
- Experience in semiconductor, data centre, pharmaceutical or high-tech projects
- Strong knowledge of:
- FIDIC / NEC contracts
- Cost planning & measurement
- Procurement & tendering
- Strong analytical and negotiation skills
- Ability to work in fast-track, high-value projects
