Job Description

We are seeking a hands-on and commercially minded Regional Head of Human Resources to build and strengthen our talent capabilities across Malaysia, Singapore, Thailand and Vietnam.

The immediate priority of this role will be Talent Acquisition—attracting high-calibre professionals for key business functions while developing a sustainable regional talent pipeline. As the organisation grows, the successful candidate will work closely with senior management to drive performance management, organisational development, employee engagement and broader HR strategies.

This role is suited to an experienced HR leader who demonstrates mature professional judgment, takes initiative and remains comfortable managing both strategic priorities and hands-on HR responsibilities.

Key ResponsibilitiesRegional Talent Acquisition
  • Lead end-to-end recruitment strategies across Malaysia, Singapore, Thailand and Vietnam.
  • Recruit for key functions, including Business Development, Trading, Finance, Operations and Technical roles.
  • Source high-calibre candidates through LinkedIn, professional networks, direct sourcing and executive search partners.
  • Conduct competency-based interviews and provide professional hiring recommendations to management.
  • Advise hiring managers on candidate suitability, market availability and recruitment strategies.
  • Monitor recruitment KPIs, including time-to-hire, quality-of-hire and offer acceptance rates.
  • Develop employer-branding initiatives and build a strong long-term talent pipeline.
Organisational Development
  • Partner with senior management and department heads to identify workforce requirements and organisational capability gaps.
  • Establish and strengthen HR policies, procedures and governance frameworks across the region.
  • Develop and drive performance management systems, departmental KPIs and appraisal processes.
  • Build succession plans and leadership-development initiatives to strengthen the organisation's second layer of management.
  • Promote cross-functional collaboration, knowledge sharing and greater operational alignment.
Employee Relations and Compliance
  • Ensure compliance with the Malaysian Employment Act and applicable employment regulations across regional operations.
  • Advise management on employee relations, disciplinary matters, grievances and domestic inquiries.
  • Ensure employee cases are handled fairly, professionally and in accordance with employment law.
  • Drive employee engagement and retention initiatives that support a positive and productive workplace.
Compensation and Strategic HR Advisory
  • Benchmark and recommend competitive compensation and benefits strategies.
  • Provide practical HR advice to senior management based on business requirements and regional talent-market conditions.
  • Develop talent strategies aligned with the company's growth objectives.
  • Act as a trusted HR business partner to senior leaders and key stakeholders.
Requirements
  • Bachelor's Degree in Human Resources, Business Administration or a related discipline.
  • Minimum 8 years of progressive HR experience, including substantial experience in an HR leadership capacity.
  • At least 1 year of regional HR experience, supporting employees or operations across more than one country.
  • At least 2 years of HR experience within manufacturing, recycling or waste-management operations.
  • At least 2 years of hands-on recruitment experience, including direct sourcing and recruitment for specialist, technical, commercial or business-development roles.
  • Strong knowledge of Malaysian employment law and HR compliance.
  • Exposure to Singapore or other ASEAN employment regulations would be an advantage.
  • Proficiency in Mandarin is required to communicate effectively with relevant regional stakeholders.
  • Strong business acumen, stakeholder-management and problem-solving skills.
  • Demonstrates mature professional judgment, initiative and the ability to handle sensitive HR matters confidently.
  • Willing and able to work on-site in Pekan Nenas, Johor.
