Job Overview

This role will be required to lead the talent attraction and recommend effective recruitment strategy to ensure successful delivery of all hiring needs, process and system standardization across the subsidiaries in the region and site level. This includes to deliver full-cycle recruitment, pre-onboarding process for new hires as well as building future talent pipeline.

The Regional Lead will partner with site HR to develop, design and implement talent acquisition practices and activities specific to their region, collaborate with business division senior leaders to understand the specific requirements of the individuals and ensure that the site Talent Acquisition have all the information and resources required to meet their recruitment targets.

Job Accountabilities

  • Develop a standardized hiring process, documentation, policy and system that can be used and proliferated across the region and subsidiaries.
  • Partner with site HR or recruitment team on development of talent sourcing and attraction strategies, in line with our corporate talent acquisition strategy.
  • Monitor, measure and report on the performance of the Talent Acquisition function within the region, identify shortfalls, and recommend solutions.
  • Work closely with each business division leader and department Heads to understand their manpower recruitment requirements and connect with site HR/recruitment team to ensure successful delivery of these requirements.
  • Provide guidance and coaching to the site HR/Talent Acquisition team and act to remove any blockers/obstacles impending their ability to meet recruitment requirements.
  • Stakeholder engagements and identify opportunities for hiring promotional activities within their region.
  • Champions continuous improvement in the talent acquisition strategy including use of innovative practices and technology enablers to deliver an exceptional experience for all stakeholders
  • Monitor and control the Talent Acquisition budget for the Region
  • Lead efforts to facilitate internal movement of talent between department, business division or subsidiaries
  • Identify and link up with suitable higher educational institutions (local & overseas) for internships collaboration and fresh graduate sponsorships.
  • Identify suitable recruitment activities to participate and hiring publicity e.g. graduate events, conferences, careers events, etc.
  • Identify regional level sourcing options and economies of scale e.g. discounted agency agreements

Job Requirements

  • Minimum of 8-10 years of experience within the Talent Acquisition lead role or manager and equivalent level of experience in Human Resources.
  • Bachelor's degree and post-graduate education, with a preferred focus on Human Resources, or equivalent work experience.
  • Have experience to lead and work with multinational team members across the Asia region.
  • Proven records and strategies in recruiting and attracting right talent to fulfil the various hiring needs.
  • A strong understanding of human resources programs, policies and practices; specifically, those related to recruitment, employment equity and workplace diversity.
  • Strong knowledge in local labor laws and related authority policy and SOP.
  • Familiarity and competence with HR system and standard office suite software (eg. Microsoft applications etc.).
  • English, Malay, and other languages will be an advantage.
