Job Description
1. Academic Governance & Compliance
- Act as primary Government Liaison with:
- MOHE, MQA, EMGS, PTPTN, Immigration, Local Authorities, Fire & Rescue, SIRIM, SETARA - MyHER (Malaysian Higher Education Rating System) SETARA, JPK, PTPK.
- Manage:
- Programme approvals, renewals, audits, and enforcement visits.
- Institutional licensing, restructuring & compliance reporting.
- Ensure compliance with:
- MQA programme standards, accreditation requirements, and micro-credential framework.
- Lead quality assurance systems and regulatory submissions via:
- eIPTS, SKPG, eSP, eMAS, Micro-Credential portals.
- Strengthen internal governance controls and risk management.
2. Registry, Academic Records & Data Governance
- Oversee:
- Student records lifecycle (admission → graduation → alumni).
- Academic transcripts, certification, graduation eligibility.
- Maintain data integrity and institutional reporting.
- Ensure PDPA compliance and records digitisation.
- Lead digital transformation of registry operations.
3. Admissions, Enrolment & Student Lifecycle
- Oversee:
- Admissions, registration, progression, graduation.
- Ensure alignment with MOHE/MQA admission standards.
- Support recruitment and conversion strategies.
- Coordinate programme intake approvals.
4. Examination & Graduation Operations
- Ensure secure and compliant:
- Examination scheduling, result processing, records retention.
- Oversee academic integrity and exam security.
- Chair or manage:
- Convocation Taskforce.
- Annual graduation ceremonies.
5. International Student Affairs & EMGS Compliance
- Head international student compliance:
- Visa processing, STARS system, welfare, renewals.
- Ensure compliance with EMGS & Immigration.
- Manage missing student reconciliation and enforcement reporting.
- Oversee international admissions & compliance audits.
6. APEL & Micro-Credential Unit
- Lead APEL (A & C) Centre:
- Applications, assessments, reporting, MOHE compliance.
- Manage Micro-Credential Unit:
- Programme development, quality, implementation & reporting.
- Liaise with INTAN, industry partners and government agencies.
7. Senate & Institutional Committees
Serve as Secretary to:
- Senate
- Management Committee
- Programme Development Committee
- Admission Committee
Responsibilities include:
- Agenda preparation
- Governance documentation
- Compliance records
- Policy formulation support
8. Strategic & Business Development Support
- Support:
- International partnerships
- Feeder school collaborations
- Recruitment strategies
- Participate in institutional planning & growth initiatives.
- Strengthen inter-agency & industry partnerships.
9. Student Services & Institutional Operations
- Oversee:
- Student services, counselling coordination, and complaints handling.
- Support:
- Pandemic response teams, OSH & emergency operations.
- Manage bursary/financial aid coordination (PTPTN, Zakat, etc).
10. People & Process Leadership
- Design workflows & SOPs across Registry & Compliance units.
- Lead cross-department coordination.
- Train registry and compliance staff.
- Drive process improvement and automation.
Job Requirement
- Bachelor's Degree or Master's Degree in Operations / Education / Management or other equivalent field.
- Minimum 10 years experience in private higher education governance.
- Proven liaison with MOHE, MQA, EMGS, Immigration, PTPTN.
- Strong knowledge of accreditation, APEL, micro-credentials, audits.
- Experience as Secretary to Senate/Committees.
- Strong digital systems & data governance knowledge.
