We operate from more than 50 locations in 28 countries. As part of our continuing expansion; we are seeking a highly-motivated, suitably-qualified and team-driven individual to fill the following position to be based at our plant/office site located in Balakong, Selangor

ROLE PURPOSE

The Safety, Health, Environment & Security (SHE&S) Lead is responsible for designing, implementing, and continuously improving all safety, health, environmental, and security programs within the manufacturing site. This role ensures full compliance with statutory and corporate standards while fostering a safe, healthy, environmentally responsible, and secure workplace.

The position oversees site security operations, including access control and CCTV systems, ensures robust risk management, and leads contractor safety governance. The role also partners closely with Quality and Food Safety teams to ensure SHE and security requirements effectively support food safety and compliance objectives.

KEY RESPONSIBILITIES

Safety & Health Management

Develop, implement, and sustain comprehensive SHE policies, procedures, and management systems.

Lead the development and execution of the annual health and safety improvement plan, monitoring progress and outcomes.

Conduct hazard identification, risk assessments, and implement appropriate risk control measures.

Perform routine workplace inspections, audits, and safety compliance reviews.

Ensure compliance with all applicable occupational safety and health legislation and regulations.

Lead emergency preparedness planning, drills, and evacuation exercises.

Investigate incidents, accidents, and near-misses, ensuring corrective and preventive actions are implemented and effective.

Oversee PPE standards, compliance, and usage across the site.

Environmental Management

Ensure compliance with environmental regulations, including waste management, emissions, and effluent control.

Monitor environmental performance indicators and initiate continuous improvement initiatives.

Manage scheduled waste, water discharge, air emissions, and environmental monitoring programs.

Maintain and enhance the site's ISO 14001 environmental management system, including legal compliance registers, impact assessments, audits, and corrective actions.

Support environmental budgeting and capital planning activities.

Security & CCTV Management

Oversee site security operations, including guard services, access control, and visitor management.

Manage and maintain CCTV systems, ensuring functionality, monitoring, troubleshooting, and footage retrieval.

Conduct security risk assessments and implement preventive and mitigation measures.

Lead investigations into security incidents, including theft, unauthorised access, and property damage.

Reporting, Compliance & Authority Engagement

Ensure full compliance with regulatory permits, licences, and statutory obligations.

Prepare and submit periodic SHE and security performance reports to management and corporate stakeholders.

Complete statutory reporting and corporate compliance assessments within required timelines.

Ensure timely incident reporting, root cause analysis, and closure of corrective actions.

Serve as the primary liaison with regulatory and enforcement authorities, including occupational safety, environmental, fire safety, and local government bodies.

Coordinate regulatory audits, inspections, and official site visits.

Fire Protection System Management

Oversee maintenance, inspection, and testing of all fire protection systems, including alarms, hydrants, hose reels, sprinklers, fire pumps, and extinguishers.

Coordinate with certified service providers to ensure compliance with regulatory and fire authority requirements.

Ensure fire protection systems remain fully operational and audit-ready at all times.

Training, Competency & Awareness

Develop and execute annual training plans covering safety, environmental management, emergency response, and security awareness.

Coach managers and supervisors on visible safety leadership, accountability, and safe work practices.

Conduct safety inductions and training programs for employees, contractors, and visitors.

Support food safety-related training where it intersects with safety, environment, and security functions.

Leadership & Culture

Drive a strong safety, environmental responsibility, and security culture across the site.

Chair SHE committee meetings and ensure timely closure of agreed actions.

Provide strategic advice to leadership on SHE and security risks, compliance, and improvement opportunities.

Food Safety & Quality Support

Partner with Quality Assurance and Production teams to support compliance with HACCP, GMP, FSSC 22000, and ISO 22000 standards.

Participate in food safety audits, hygiene inspections, and plant integrity assessments.

Ensure safety, environmental, and security controls reinforce food safety objectives.

Support closure of corrective actions related to SHE and security elements in food safety audits.

Contractor Management

Enforce all safety, environmental, and security requirements for contractors working on-site.

Ensure contractors complete mandatory induction prior to work commencement.

Review and approve Permit-to-Work applications for high-risk activities.

Verify contractor competencies, certifications, licenses, and insurance documentation.

Monitor contractor performance and compliance during work execution.

Lead toolbox talks, risk assessments, and on-site safety communications.

Investigate contractor-related incidents and non-compliance cases, implementing corrective actions.

Evaluate contractor performance and drive continuous improvement.

Qualifications

  • Bachelor Degree or Diploma or equivalent qualification in Occupational Safety & Health (NIOSH or equivalent).
  • Minimum of 5 years experience in an HSE leadership or management role.
  • Proven experience in developing and delivering safety, environmental, and emergency response training programs.
  • Hands-on experience managing HSE management systems such as ISO 45001 and ISO 14001.
  • Strong stakeholder engagement skills across management, operations, contractors, and regulatory bodies.
  • Experience in driving HSE improvement initiatives within manufacturing or complex operational environments.
  • Demonstrated track record of achieving measurable improvements in safety, environmental, and security performance.
