About the Role:
We are looking for an experienced WSHE / HSE Manager to lead Health, Safety & Environmental management for a mission-critical Data Centre project. You will drive full compliance, strong risk control, and a zero-harm culture across construction, testing, and commissioning in a high-risk environment with multiple contractors and SIMOPS.
Responsibilities:
- Lead Project HSE Governance develop, implement, and maintain the Project HSE Management Plan aligned with company/client/statutory requirements.
- Drive Safety Culture coach, influence, and enforce proactive HSE behaviours across all contractors and workforce on site.
- Construction & Commissioning Risk Control manage HSE risks across civil/structural/architectural works, heavy lifting & cranes, WAH/scaffolding, hot works/fire prevention, temporary power, LV/HV, mechanical & MEP, confined space, LOTO, SIMOPS, energisation and commissioning activities.
- PTW & Safe Systems of Work ensure strong implementation of RA/JHA/JSA, method statements, and Permit-To-Work systems.
- Regulatory Compliance & Stakeholder Liaison maintain legal registers/records, support inspections/audits, and liaise with DOSH, CIDB and relevant authorities/clients.
- Contractor & Workforce Management lead contractor pre-qualification, onboarding/induction, monitor performance, enforce corrective actions, and ensure competency/certification/medical fitness.
- Incident Management & Assurance lead investigations, root cause analysis, corrective actions, and conduct site inspections/audits/walkthroughs.
- Reporting & KPI Tracking deliver weekly/monthly reports, present HSE performance to management/clients, issue safety alerts/toolbox topics, and track KPIs (TRIR, LTIF, near misses, PTW compliance, audit closure).
Skills & Requirements
Qualifications
- Degree/Diploma in Occupational Safety & Health, Engineering, or related field
- Registered HSE professional (SHO)
- Added advantage: NEBOSH IGC, ISO 45001 Lead Auditor
- 812 years of HSE experience in construction
- Experience in Data Centre / Critical Facilities / Industrial / High-Tech projects
- Strong exposure to electrical, mechanical, and commissioning safety
- Strong leadership, enforcement, and contractor management capability
- Deep knowledge of construction/commissioning risks and SIMOPS
- Excellent communication, stakeholder management, and influence skills
- Practical, solution-oriented approach
- Strong reporting & presentation skills (MS Office / PowerPoint)
- Solid understanding of Safety Management Systems
