Project Governance
- Project Formulation and Budgeting, Initiation, Implementation, and Operationalization.
- Conduct process assurance reviews to ensure GIS projects comply with the Bank's project delivery methodology and governance standards.
Project Formulation and Budgeting
- Gather, analyze, and document business and technical requirements.
- Collaborate with stakeholders to finalize Business Requirements Documents (BRDs).
- Develop RFP specifications and evaluation criteria.
- Lead and manage RFP/RFI processes to select suitable products and services.
- Support the GIS department's annual project budgeting.
- Oversee vendor evaluations and secure Project Steering Committee (PSC) approval.
- Participate in contract negotiations with vendors and internal teams.
- Assist business stakeholders in obtaining budget approvals tied to RFP outcomes.
Project Implementation
- Enforce quality, accuracy, and consistency across all project deliverables.
- Monitor project timelines and ensure schedule adherence.
- Track and manage project issues and risks, escalating with mitigation plans when needed.
- Ensure vendor deliverables meet contractual expectations.
- Act as the central contact for business and technical stakeholders.
- Plan and execute change management and communication activities.
- Implement and maintain reporting processes for steering committees.
- Prepare timely and accurate reports for governance forums.
- Track and manage project budgets against planned vs. actuals.
- Ensure adherence to project delivery methodology.
- Conduct peer reviews to ensure compliance with Security PMO governance standards.
Project Delivery Methodology
- Perform periodic reviews of the Bank's SDM5 project delivery methodology.
Requirements :
- Bachelor's degree in Computing or a related discipline, aligned with the technical and functional requirements of the role.
- Over 10 years of experience in Programme and Project Management within Project Delivery or PMO functions.
- Extensive background in project management and business analysis in the domain of Information and Cyber Security, including oversight of application and infrastructure-based security solution implementations, capability development, and service model/process design.
- Highly self-motivated and independent, with strong multi-tasking abilities to manage multiple concurrent projects effectively.
- Flexible and adaptable, with a proven ability to thrive in fast-paced, dynamic environments.
- Well-versed in procurement processes, including Request for Tender (RFT), Request for Proposal (RFP), and Request for Quotation (RFQ), from specification drafting through to contract negotiation and award finalization.
- Strong client engagement and stakeholder management skills, with a focus on building long-term relationships.
- Excellent persuasion, negotiation, and conflict resolution skills, with a collaborative and solution-oriented approach.
- Strong analytical and critical thinking abilities, with a keen eye for detail and a continuous improvement mindset.
- Skilled in identifying and addressing process inefficiencies to enhance operational effectiveness.
- Proficient in project and collaboration tools, including MS Project, Confluence, and JIRA.
- Well-acquainted with SDLC and Agile methodologies, with hands-on experience in iterative project delivery.

- End-to-end implementation experience in one or more of the following areas:
