Job Purpose
The role plays a critical role in supporting Prasaranas strategic mandate to deliver safe, reliable, and efficient urban mobility services. This position is responsible for conducting data-driven assessments on rail system performance, focusing on Reliability, Availability, Maintainability, and Safety (RAMS). The incumbent coordinates with internal stakeholders and regulatory bodies to monitor, analyse, and improve service performance while aligning with both Malaysian regulatory requirements and international transportation standards (e.g., IEC 62278). This role contributes to operational excellence and supports continuous improvement initiatives that enhance commuter experience and system resilience across Prasaranas integrated rail networks.
Key Accountabilities
Performance Monitoring & RAMS Data Management
- Coordinate end-to-end RAM performance data collection, validation, and analysis in compliance with internal SOPs and international best practices (e.g., FRACAS and IEC 62278 Railway Applications: RAMS).
- Conduct trend analysis and ensure accuracy, consistency, and timely reporting of RAM metrics such as Mean Kilometres Between Failures (MKBF), system availability, and reliability indices.
Service Reliability Enhancement
- Collaborate with internal stakeholders (e.g., Rapid Rail operations, maintenance teams) to identify areas for system improvements and support the implementation of enhancement strategies.
- Monitor changes in operational processes or technologies and assess their impact on RAM performance.
System Assurance & Incident Analysis
- Perform root cause analysis (RCA), Failure Mode, Effects and Criticality Analysis (FMECA), and Fault Tree Analysis (FTA) on reported incidents, near misses, and service disruptions.
- Ensure findings and recommendations are effectively implemented to mitigate recurrence and improve system safety and availability.
Strategic Initiatives & Transformation Support
- Coordinate the execution of RAM-related initiatives in collaboration with the Transformation Management Office (TMO) to ensure alignment with Prasaranas service transformation agenda.
- Support lifecycle assurance and performance validation across new and existing railway assets and infrastructure.
Governance, Reporting & Committee Support
- Prepare accurate and comprehensive RAM performance reports for internal management and Board-level review.
- Coordinate the Failure Review Panel (FRP) and related sub-committees, ensuring that all relevant documentation, data, and follow-ups are in place.
Stakeholder & Regulatory Engagement
- Facilitate internal and external coordination with relevant business units, government regulators (e.g., SPAD, APAD), consultants, and technology providers to ensure compliance with regulatory and quality assurance standards.
Support to Rail Projects & Special Assignments
- Assist the Line Manager in providing technical support and performance monitoring for major rail infrastructure or system upgrade projects on a need basis.
Continuous Improvement & Knowledge Development
- Keep abreast of emerging trends in RAMS, public transportation technologies, predictive analytics, and performance benchmarking.
- Contribute to internal capability development through knowledge-sharing sessions, SOP enhancements, and system assurance tool improvements.
Qualifications, Skills & Knowledge
- Bachelors Degree in Engineering (Mechanical, Electrical, Systems, Mechatronics, or equivalent).
- Professional certification or training in RAMS, FRACAS, or Safety Integrity is an added advantage (e.g., IRSE, TV Rheinland, etc.).
- Minimum 2 years of relevant experience in railway engineering, transport performance management, or RAMS-related functions.
- Experience in regulated industries (e.g., transportation, oil & gas, aviation) is highly desirable.
- Good understanding of RAMS frameworks and tools based on international standards (e.g., IEC 62278, ISO 55001, ISO 31000).
- Strong analytical skills with demonstrated ability to manage, interpret, and communicate technical performance data.
- RAMS Analysis Tools (FRACAS, ReliaSoft, Isograph, etc.)
- FMECA and Fault Tree Analysis.
- Safety Integrity Level (SIL).
- RAM Prediction and Risk Assessment Methodologies.
