Job Title: Senior Building Executive
Key Responsibilities
1. Leadership & Team Management
- Lead, supervise, and provide support, training, and guidance to on-site staff (Building Executives, Technicians, Handymen, Admin Assistants).
- Promote a culture of continuous improvement and document control awareness.
2. Financial & Budgetary Control
- Prepare, monitor, and control the Operating Cost Centre and Capital Budget for the assigned development.
- Oversee timely accounts receivable, billing, statement issuance, and collections per SOP.
- Possess knowledge of Accounting and Finance management.
3. Statutory, Legal & Meeting Administration
- Ensure full compliance with the Housing Development Act, Uniform Building By-Law, Strata Titles Act 1985, and Strata Management Act 2013.
- Lead, administer, and minute all meetings: Developer/JMC/MC Council Meetings, Annual General Meetings (AGMs), and Extraordinary General Meetings (EGMs).
- Liaise with lawyers, government authorities, and auditors. Apply for all necessary licenses and statutory certificates.
- Maintain updated Strata Roll Records and all statutory books as required by law.
4. Operations & Maintenance
- Conduct daily walkabouts to identify and rectify operational issues.
- Propose, monitor, and ensure timely completion of yearly upgrading programs and approved projects.
- Oversee tender processes for works on common property and assist in contractor selection.
- Establish and implement emergency procedures (e.g., fire, floods).
5. Document & Quality Management System
- Implement and maintain document control procedures in line with ISO 9001:2015 standards.
- Ensure all documents (including architectural/M&E drawings) are reviewed, updated, accessible, and confidentially stored/ disposed of per policy.
- Support internal/external audits and contribute to Management Review Meetings.
6. Stakeholder & Customer Service
- Enforce By-Laws, issue relevant notices, and attend to all proprietor/tenant complaints, queries, and suggestions.
- Keep the MC informed on all management matters and provide professional advice from the Managing Agent's perspective.
- Ensure excellent customer service with professional communication to all stakeholders.
Job Requirements & Qualifications
- Bachelor's Degree in a property/building-related discipline, Business Administration, Real Estate Management, Engineering (Civil/Electrical/Mechanical), or a related field.
- Total: at least 2 years of experience in property management.
- Preferred: At least 1-2 years of specific, relevant working experience for this position.
- Demonstrated experience in customer service with excellent interpersonal skills.
- Innovative, self-motivated, and able to work independently with minimal supervision.
- Excellent managerial, organizational, and communication skills.
- Fluent in English, Bahasa Malaysia, and Mandarin (proficiency in Mandarin is required to communicate effectively with clients).
- Computer literate (MS Office and other relevant applications).
- Ability to work independently, meet deadlines, and handle sensitive information confidentially.
- In-depth knowledge of statutory regulations, specifically the Strata Titles Act 1985 and Strata Management Act 2013.
- Knowledge of Accounting and Finance management principles.
