Job summary
We are currently seeking a high-caliber, visionary HR Manager / Senior HR Manager to lead and direct the centralized HR, Administration, Legal, and Corporate Affairs functions for our client's manufacturing entities in Penang, Malaysia. Reporting directly to top management, this key leadership position is designed to oversee and mentor the established heads of both the HR Section and the Admin & HR Section, driving organizational excellence across a dynamic workforce of approximately 300 employees.
This role requires a forward-thinking strategic leader who possesses a sharp commercial acumen, exceptional organizational agility, and a clear vision for workforce transformation. Beyond core human resource capabilities, the ideal candidate must bring comprehensive expertise in corporate legal compliance, local labor regulations, general corporate administration, facilities management, and corporate affairs (including internal and external corporate communications). As a true HR Business Partner (HRBP) to executive management, you will play a pivotal role in aligning multi-entity HR strategies with long-term commercial goals, championing talent sustainability, strengthening employee relations, and fostering an inclusive, high-performance work culture across four integrated operating companies.
【Key Responsibilities】
• Strategic Leadership & Organizational Alignment
- Direct, mentor, and empower the HR Section Head and Admin & HR Section Head to drive departmental efficiency, operational alignment, and seamless team collaboration.
- Establish a clear long-term vision and strategic roadmap for HR, Administration, Legal, and Corporate Affairs aligned with business expansion goals.
- Act as an HR Business Partner (HRBP) to executive leadership, providing strategic counsel on workforce planning, organizational design, restructuring, and change management.
- Drive culture transformation and align local plant operations with global corporate philosophies.
• HRBP, Talent Management & Performance Excellence
- Design and execute dynamic talent acquisition, succession planning, and leadership development frameworks to retain high-performing talent.
- Oversee the performance management lifecycle, guiding line managers on KPI alignment, performance appraisals, and coaching strategies.
- Maintain market-competitive Compensation & Benefits (C&B) structures, job classification frameworks, and salary benchmarking to ensure internal equity and external competitiveness.
- Leverage HRIS data and HR metrics to provide actionable insights for executive decision-making.
• Legal Compliance, Industrial Relations & Corporate Affairs
- Oversee legal affairs, regulatory compliance, and governance across all operating entities in accordance with the Malaysian Employment Act and local laws.
- Manage employee relations and industrial dispute resolutions, minimizing legal exposure through robust policy implementation and proactive risk management.
- Direct Corporate Affairs and corporate communication strategies (both internal employee communications and external corporate engagement).
• General Administration, Facilities & Expatriate Support
- Oversee daily administrative, facility maintenance, and office operations, ensuring full compliance with Health & Safety regulations.
- Supervise administrative budgets, procurement processes, vendor management, and official documentation controls.
- Ensure seamless onboarding and continuous relocation support for foreign expatriates (visas, housing, transport, and local compliance).
Requirements
・ 10 years of broad HR & Admin experience within the manufacturing sector .
・ 10 years of managerial experience leading HR and Admin teams, managing section heads or senior supervisors.
・Having the knowledge of corporate legal compliance, corporate affairs/communications, and general facility administration.
