Job Description

Primary position Objective

Responsible for project support functions including but not limited to Project Management, Site Management, QA/QC Monitoring and Control, etc. are all coordinated and adequately staffed to meet the project(s) goals.

Role Impact

  • Effectively execute the role upon the job need from the Head of Department and Project Managers.
  • Assist the Project Managers in ensuring all the contract requirements with Contractors, Design Consultants, and Third-Party Inspectors are adhered to during the course of the projects.
  • Liaise with other PTP departments, authorities, government agencies, design consultants, third-party inspectors, and vendors in relation to interfacing matters and approvals for the assigned projects.
  • Ensure the Contractor's work processes comply with the QA requirements from the award of the Contract to handover.
  • Continuous learning through planned internal and external training.

Project Support

  • Assist the Project Managers in all stages of the project lifecycle, including planning, design development, procurement, construction, testing & commissioning, and handover, and ensure works are successfully implemented within the timeline.

Planning

  • Prepare work-scope statements
  • Coordinate WBS workshop and compile and produce WBS Scope Plan.
  • Coordinate risk assessment workshops and produce a risk assessment plan.
  • Prepare project cost estimate.
  • Review of consultant's design drawings and specifications, including preparing technical specifications, SOW, BoQ and other tender documents for main projects and consultant's tender documents
  • Participate in technical clarification meetings and prepare tender evaluation reports.

Execution

  • Secure project site or equipment based on the agreed plan.
  • Site coordination works, including liaison with other Departments and Design Consultants, in relation to interfacing matters and approvals.
  • Review and analyze project schedule and advise PM
  • Monitor project progress, review progress reports and expedite delays
  • Document chronology of works by maintaining a project diary
  • Attend weekly meetings, briefings with contractors, and internal daily stand-ups and prepare meeting minutes as required.
  • Review and process change requests and recommend action needed. Maintain and update change request log
  • Provide information, update status, and feedback in a timely manner (verbal, written, or both) to aid PM's in completing the project successfully.
  • Align spare materials management to support key deliverables on supported projects.

QA/QC

  • To ensure the quality of project works and repairs is executed by contractors using appropriate material, procedures & testing equipment
  • Ensure the Contract adheres to the required QA process as stipulated in the Quality Manual or as agreed with the Head of Department
  • Assist to prepare QA Plan in compliance with the project framework.
  • Track and review VDRL document submissions such as design proposals, calculations, drawings, method statements, repair and testing procedures, and work programs, including ensuring endorsement by approving parties
  • Ensure the contractor adheres to the RFI process requirements, attends RFI/FAT inspections, and ensures compliance with the testing procedure and ITP.
  • Monitor the quality of contractors works via random quality inspections closely and issue NCR if required, and follow up with closure.
  • Witness commissioning works according to the commissioning checklist & test procedure
  • Review and verify the equipment catalogue (Material Data Record) for equipment handover

Safety

  • Ensure the Contractor's works are in accordance to PTP HSSE Plan.
  • Monitor and enforce safety requirements – toolbox, PTW, JSA

Staff development

  • Knowledge Sharing, Training Programs - apply the knowledge on site and impart it to others.

Administrative Support

  • Punch lists, minutes of meetings, and contractual follow-ups

Qualification

  • Bachelor's Degree in Engineering or related field.
  • Minimum 5 years or more hands-on experience in port industry project coordination, quality control, or maintenance roles
  • Well-structured work approach, able to coordinate and manage multiple projects and follow up thoroughly until the desired outcomes are reached.
  • Strong knowledge of quality requirements and industry standards in the port industry.
  • Strong mentoring, training, and coaching to junior colleagues.
  • Good communication skills and ability to organize matters practically with the help of the other team members.
  • Strong written and verbal communication skills in English and Malay.
