Help shape the future of data governance at scale for one of ASEAN's leading regional banks. You'll define the Group-wide data governance target state and embed governance by-design across business, data, application, and technology domains ensuring the bank's data is trusted, controlled, compliant, and AI‑ready.
This is a high‑impact leadership role where you'll partner with senior stakeholders to build the operating model, standards, controls, and tooling patterns that enable regulatory-ready reporting, enterprise-grade data quality, and end-to-end lineage across critical platforms and transformation portfolios.
Job Description:
Define the Group Data Governance Target State
- Set the blueprint for enterprise data governance aligned to ISO/IEC 38505-1 and DAMA-DMBOK.
- Establish architecture principles and adoption roadmaps to embed governance into change delivery. (governance by design)
Build the Governance Operating Model & Standards Suite
- Shape the enterprise operating model: Data Council, domain ownership, stewardship, and federated guardrails.
- Define and govern policies/standards across: classification, quality, metadata, lineage, access, ethics.
Turn Regulatory Principles into Actionable Controls
- Translate BCBS 239 into practical architecture controls: accuracy, completeness, timeliness, adaptability.
- Drive Critical Data Elements (CDE) identification, lineage integrity, reporting traceability and control points.
- Align governance to regulatory expectations including BNM RMiT, MAS TRM, and PDPA/GDPR privacy‑by‑design.
Establish Enterprise Data Quality at Scale
- Build the Group DQ framework (dimensions, thresholds, rules) + issue lifecycle (logging → triage → remediation → RCA → escalation)
- Prioritize and industrialize DQ rules for Risk, Finance, Regulatory Reporting, AML/Fraud, Customer data.
- Embed DQ controls into pipelines and publish dashboards for Exco, domains, and stewards.
Architect Metadata, Lineage & Traceability
- Lead enterprise metadata & lineage capability: catalog, business glossary, and attribute-level lineage for material reports.
- Integrate governance tooling into SDLC/CI‑CD and ensure end‑to‑end traceability from source to report.
Embed Privacy, Security & Ethics into Data Controls
- Define solution patterns for privacy & controls: consent, masking/tokenization, retention/disposal, SoD, third‑party/outsourcing controls.
- Define data ethics principles (fairness, accountability, transparency, explainability) and guardrails for analytics/AI.
Provide Assurance & Drive Adoption
- Provide Architecture Review Board assurance for data governance conformance across major programs (core, channels, payments, analytics/AI)
- Drive training and enablement for owners/stewards and champion measurable adoption across the Group.
Job Requirements:
- Strong experience in enterprise data governance, data architecture, and regulatory-aligned controls.
- Proven ability to design operating models, policies/standards, and federated governance approaches.
- Deep hands-on understanding of metadata, lineage, CDEs, and data quality frameworks.
- Experience aligning governance to regulatory frameworks (BCBS 239, TRM/RMiT, privacy regulations)
- Excellent stakeholder management - able to influence senior leaders and drive adoption across domains.
