Job Purpose
Lead and supervise the daily activities related to the End-to-End IT Procurement Process under the Centralized IT Procurement Model and play the role of Gate Keeper in terms of Compliance and Governance in IT purchase requisitions to ensure that Maybank Group's procurement policies, governance, and applicable statutory and/or regulatory requirements are complied with.
Key Responsibilities
Planning and Strategy
- Lead and drive Group Technology's Operational Excellence initiatives
- Provide constructive feedback and value-added inputs to leadership in GTD and management of Group Technology
- Work closely with relevant stakeholders in executing overall IT Procurement Strategies and initiatives with the objective of optimizing IT investment costs
Gate Keeper of Compliance and Governance
- Lead and supervise the End-to-End IT Procurement Process including issuance of Purchase Orders, acceptance/rejection of Shipping Notifications, and invoice verification
- Ensure IT purchase requisitions comply with Maybank Group procurement policies, governance requirements, and statutory/regulatory requirements
- Supervise and ensure Withholding Tax (WHT) computation and submission requirements are carried out accordingly
Creative and Innovation Solutions
- Keep abreast with latest trends and best practices in IT procurement and strategies
- Drive the formulation of IT procurement governance frameworks and policies
- Identify potential areas for technical optimisation to achieve cost savings or reduction of IT investment
- Drive adoption of best-in-class procurement processes and procedures
Decision Making
- Provide constructive feedback and value-added inputs to leadership in all matters related to IT procurement activities
Issues and Conflict Resolution
- Provide recommendations and supporting inputs in resolving issues and/or conflicts with IT vendors and suppliers across the Maybank Group
Stakeholder Engagement
- Plan and conduct engagement sessions with stakeholders to create awareness, obtain feedback, and improve working relationships
- Work directly with MSS IT Project Managers and indirectly with Business IT Managers on all IT procurement matters
Chargeback / Cost Allocation
- Lead and supervise monthly cost allocation of IT OPEX items (under Budget Pooling) to respective responsibility centres based on IT purchase requests submitted by stakeholders
Housekeeping – Aging Analysis of Purchase Orders
- Monitor and review Aging Reports of Purchase Orders which are 180 days or more
- Follow up with stakeholders to determine whether outstanding Purchase Orders should remain open or be closed in the eProcurement system
Additional Portfolio
- Monthly - Chargeback/Cost Allocation of IT OPEX items
- Aging analysis of Purchase Orders
- Yearly - Compile and submit Yearly WHT Return to Group Tax
Requirements
Education & Knowledge
- Knowledge in Finance and Accounting
- Knowledge of the banking industry and ability to adapt to a GLC working environment.
- Appreciation of relevant Malaysian statutory and regulatory requirements, including: Companies Act 2016; Law of Contract 1950; Financial Services Act 2013 (FSA); Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLATFPUAA); Income Tax Act 1967 (on WHT); Finance Act 2017 (expended WHT Regime); Goods and Services Tax 2014 (GST).
- Fair appreciation of the relevant statutory requirements especially the Foreign Exchange Administration Rules (FEAR) in particular Notice No. 4, and Balance of Payment (BOP) Reporting Requirements issued by the Central Bank of Malaysia (BNM)
- More than 7 years of relevant experience in IT Procurement.
- More than 3 years of leadership and collaboration experience.
