Job Summary
Manage and process the quarterly and yearly operating expenditure (OPEX) claims submitted by the Designated Universal Service Providers (DUSPs) for the 1,099 NADI centres nationwide, ensuring compliance with the Communications and Multimedia Act 1998 (Universal Service Provision) Regulations 2002.
Job Responsibilities
- Review and acknowledge receipt of the Technical Self-Declaration Letter and the details of each NADI submitted by the DUSPs for the operational period of the NADI centres to ensure accuracy and compliance with regulations and the Notification of Approval and/or Notification of Approval of the Variation issued by MCMC;
- Review and acknowledge receipt of the Chief Executive Officer (CEO) or Managing Director (MD) Declaration for Quarterly Claims and Yearly Claims for OPEX submitted by the DUSPs for the operational period of the NADI centres to ensure accuracy and compliance with regulations and the Notification of Approval and/or Notification of Approval of the Variation issued by MCMC;
- Verifying claim documentation and ensuring claim documentation submission is complete and the claim amount is correct within the approved cap cost as stipulated in the Notification of Approval and/or Notification of Approval of the Variation issued by MCMC;
- Analysing that claim is relevant to each of the DUSPs for the NADI project and emphasising issues regarding claim submission, such as incomplete documents and inaccurate claim amounts affecting the DUSPs;
- Organising joint verification for voluminous OPEX claims with the DUSPs for quarterly claims and yearly claims for NADI centres;
- Ensure transparency, accountability and compliance in the disbursement of USP funds by verifying that all OPEX claims submitted by DUSPs reflect actual work and deliverables at NADI centres;
- Prepare memo recommendation for payment approval from the management and Chairman of MCMC; and
- Manage and monitor internal budgeting for NADI Office to ensure financial planning aligns with operational needs
- Coordinate and collaborate with internal and external stakeholders to provide information, address and resolve discrepancies on NADI financial related matters;
- Support the Head of Department in implementing strategic initiatives to improve NADI's financial and administrative performance to ensure alignment with NADI objectives and the Commission's directives; and
- Manage and undertake any ad-hoc tasks and assignments and assist with other scopes that may be required within the department and division
Qualification & Work Experience
- Bachelor's Degree in Finance, Accounting, Economics, Business Administration, Management or any related qualifications from a reputable university;
- Minimum 5 years of working experience in related industries;
- Experience in preparation of full set of account and audit would be advantageous;
- Experience of working in a high-volume, computerised environment would be advantageous;
- Experience in working with government agencies and service providers to meet financial standards;
- Exposure and good understanding of USP fund management;
- Ability to prepare and maintain accurate records of financial records;
- Strong ability to communicate financial matters and solutions effectively to various stakeholders;
- Experience in handling multiple tasks, projects and priorities at the same time;
- Basic knowledge and experience in project management; and
- Experience in coordinating and engaging with communities at large is an added advantage
Technical Competencies
- Good knowledge of the regulations related to the Communications and Multimedia Act 1998 (Universal Service Provision) Regulations 2002;
- Good understanding of the NADI framework and its ecosystem;
- Good communication skills to maintain communication with external and internal stakeholders;
- Good written skills in English and Bahasa Malaysia;
- Specific knowledge and experience in project management;
- Knowledge of Accounting Standards

Contract position of one (1) plus one (1) year with 6-months probation period
