Job Summary
- Undertake, implement, and execute the review of the existing regulatory framework under Part VI - Economic Regulation and Part VII - Technical Regulation of the Communications and Multimedia Act 1998 (CMA 1998), assessing its relevance and effectiveness in meeting the current demands of the Communication and Multimedia (C&M) industry or any other related industry amidst evolving technologies to improve the Commission's regulatory roles and functions, priorities and objectives.
Job Responsibilities
- Assess the effectiveness of current policies and regulatory regime and identify gaps in regulatory areas that warrants immediate policy review and enhancement.
- Ensure that regulatory policies developed pursuant to review, align with relevant laws, statues, regulations and government policies and directives.
- Engage with industry stakeholders, including service providers, consumer advocacy groups, and industry experts, to gather input and insights to ensure that the resulting policies reflect the regulatory intent and national policies
- Identify areas where regulatory updates are needed to better support and foster innovation especially in areas of emerging technologies such as IoT and AI, and any other frontier technologies.
- Ensure transparency and accountability in the regulatory process by maintaining clear documentation of policy development, review, and implementation processes.
- Draft policy papers outlining the necessity, overall strategy, and mechanisms for implementation detailing the recommended approach, including proposals for future legislation on specific areas
- Stay abreast of international standards, best practices, and trends in regulatory policy development and implementation. Benchmark regulatory policies against global standards to ensure alignment and competitiveness.
- Engage and collaborate across Sectors and Divisions on the review of existing regulatory framework to ensure the practicality and alignment with MCMC's powers and functions.
- Execute the identified Department's plans based on the agreed Department's and Division's Work Plan to ensure the Department delivers the KPIs based on the identified target
- Undertake any ad-hoc tasks assigned by the Head of Department in relation to the scope of the department on timely manner to ensure the tasks are delivered accordingly.
Qualification & Work Experience
- Bachelor's degree from a reputable university with a minimum CGPA of 3.0 (preferably in Law or Public Policy).
- Minimum 4 - 8 years of working experience with substantial exposure in C&M regulatory framework and extensive knowledge and experience in C&M laws with regulatory insights.
