Job Summary
Responsible for the timely and accurate preparation and submission of regulatory reports to Bank Negara Malaysia (BNM), Perbadanan Insurans Deposit Malaysia (PIDM) and other relevant regulatory bodies, ensuring compliance with all applicable guidelines and standards. This role reports to Manager, Regulatory Reporting.
Job Responsibilities
1. Report Preparation and Submission
- End-to-End Report Generation: Perform and contribute to the end-to-end report generation of statistical reports required by BNM and prepare key PIDM-related reports.
- System Submissions: Responsible for the final, timely submission of reports via BNM's official reporting portals, such as Kijang.net and ESSDSS.
- Deadline Management: Maintain a stringent submission schedule, ensuring all deadlines are met to avoid regulatory penalties or breaches.
2. Data Integrity and Validation
- Data Quality Assurance (DQA): Perform monitoring and analysis of the data quality for all reporting streams to BNM & PIDM. This involves gathering, validating and reconciling large volumes of financial and operational data from various source systems to ensure data integrity and consistency before submission.
- Reconciliation: Execute reconciliation of all submitted regulatory regulatory figures back to the Bank's audited General Ledger (GL) and management accounts, to ensure the consistency, accuracy and completeness across all financial statements.
3. Compliance Monitoring and Interpretation
Collaborate with Manager, Regulatory Reporting to perform the following:
- Regulatory Monitoring: Actively monitor and interpret relevant new or revised BNM guidelines, policy documents, and circulars
- Gap Analysis: Conduct impact and gap analyses to determine how new regulatory changes affect the bank's current reporting processes, data architecture, and technology systems.
- Process Documentation: Review, maintain, and update the Standard Operating Procedures (SOPs) for various regulatory reports to reflect current BNM requirements and internal changes.
- Identify opportunities to enhance and automate reporting processes and systems to improve efficiency and reduce the risk of error.
4. Stakeholder Management and System Enhancement
Collaborate with Manager, Regulatory Reporting to perform the following:
- Liaison: Person-in-charge on BNM and PIDM technical reporting matters, addressing queries or ad-hoc data surveys promptly.
- Cross-Functional Coordination: Collaborate extensively with internal stakeholders, including IT/Technology, Business Units (e.g., Retail, Corporate Banking), Risk, and Operations, to secure required data sources and clarify reporting concepts.
- System Projects: Contribute technical expertise to system enhancement projects related to regulatory reporting (e.g., implementing data warehouse solutions, upgrading reporting software), including reviewing IT Requirements (ITR) and conducting User Acceptance Testing (UAT).
- Manage relationship and collaboration with external vendors and consultants on the implementation and maintenance of the Bank's regulatory reporting platforms to ensure the alignment with end-report requirements.
5. Audit and Governance
- Audit Support: Assist in internal, external, and regulatory audits by preparing supporting documentation, providing clear explanations for data points, and ensuring prompt responses to audit queries.
- Governance: Support the management team in providing assurance to Senior Management and the Chief Compliance Officer that the bank's regulatory reporting function is robust, resilient, and fully compliant with the regulator's expectations.
Job Requirements
- Bachelor degree in Accounting, Finance, Business Administration or a related field.
- At least 3 years proven experience in a regulatory reporting role.
- Good knowledge of regulatory reporting guidelines and requirements.
- Excellent oral and written communication skills, ability to manage stakeholders.
- Highly-analytical with strong attention to detail.
- Proficiency in Microsoft Office tools.
