Job Purpose
The Head/Senior Vice President/Senior Manager, Corporate Strategy is responsible for leading the design, execution, and continuous evolution of RTSO's corporate strategy, enterprise performance management, innovation, and sustainability agenda. This role plays a pivotal part in shaping the long-term direction of RTS Operations Pte Ltd (RTSO), ensuring alignment with the company's mandate as a premier cross-border transit operator between Malaysia and Singapore.
Key Accountabilities
Corporate Strategy & Strategic Planning
- Formulate, lead, and institutionalize the corporate strategic planning process across RTSO.
- Develop multi-year strategic plans and roadmaps in alignment with RTS Link's long-term objectives and shareholder mandates.
- Translate national mobility goals and cross-border agreements into actionable corporate strategies.
- Ensure strategic alignment across all business units and functions through cascading strategy frameworks and tools.
- Drive environmental scanning, scenario planning, and risk-impact assessment to inform strategic directions.
Performance & Business Analytics
- Design and implement enterprise-wide performance management frameworks, tools, and KPIs.
- Establish a strategy-driven performance scorecard and track progress of key business outcomes and service targets.
- Conduct business analytics, performance diagnostics, and data-informed reviews to support informed decision-making.
- Lead quarterly and annual performance reporting for internal leadership, shareholders, and relevant authorities.
- Benchmark RTSO's performance against peer organisations and global transit standards.
Innovation & Sustainability
- Lead the formulation of RTSO's Innovation and Sustainability Roadmap to future-proof operations.
- Promote a culture of innovation by identifying and facilitating strategic pilot projects and digital transformation initiatives.
- Embed Environmental, Social, & Governance (ESG) principles into business planning, operations, and stakeholder engagement frameworks.
- Explore and drive cross-border collaboration in sustainable mobility and climate-resilient transport initiatives.
- Monitor global smart rail and sustainable transport trends to integrate relevant solutions into RTSO.
Strategic Projects & Stakeholder Engagement
- Lead and manage high-impact, cross-functional strategic initiatives and transformation programs. • Serve as a key liaison for engagements with shareholders (PMB & SMRT), regulatory bodies, and public private stakeholders.
- Prepare high-level strategy papers, investment proposals, and board submissions in support of CEO and senior leadership engagements.
Support to CEO (Interim Special Officer Role)
- Temporarily perform the functions of Special Officer (SO) to the CEO, including strategic briefings, stakeholder coordination, and senior leadership support.
- Develop and prepare CEO speeches, presentations, and strategic updates for high-level forums and bilateral meetings.
Qualifications, Skills & Knowledge
- Minimum Bachelor's Degree in Business Administration, Economics, Public Policy, Engineering, or equivalent.
- Minimum 10 years of professional experience in corporate strategy, business planning, transformation, or innovation. At least 5 years in a leadership or advisory role, ideally within transport, infrastructure, GLC, or regulated industries.
- Experience working in or with public-private partnerships or joint ventures is highly desirable.
- Corporate strategic planning & execution.
- High-level written communication and strategic advisory.
- Business Intelligence & Data Visualisation (e.g., Power BI, Tableau).
- Strategic Planning Tools & Performance Dashboards (e.g., Balanced Scorecard, OKRs).
- Familiarity with smart mobility, green transport, and digital rail technologies.
