We are seeking a dynamic and visionary SHE Head to lead and govern all Safety, Health & Environmental functions across more than 10 manufacturing plants.
This is a strategic leadership role responsible for building a unified, high-performance SHE organization that drives operational excellence, regulatory compliance, and a deeply embedded safety culture across the Group.
You will serve as the key advisor to Senior Management, shaping enterprise-wide SHE strategy while ensuring consistent implementation at plant level.

Key Responsibilities
1. Strategic & Governance Leadership
- Develop and drive the Group's SHE vision, strategy, and multi-year roadmap aligned with business objectives.
- Establish robust governance frameworks to standardize SHE policies, procedures, and KPIs across all plants.
- Lead, mentor, and align plant-level SHE teams to ensure consistent execution and accountability.
- Serve as the primary liaison with regulatory authorities, customers, and external stakeholders on SHE matters.
2. Regulatory Compliance & Risk Oversight
- Ensure full compliance with all applicable Malaysian regulations including:
- Occupational Safety and Health Act (OSHA) 1994
- Factories and Machinery Act (FMA) 1967
- Fire Services Act 1988
- Environmental Quality Act & Scheduled Waste Regulations 2005
- DOE, DOSH, BOMBA, CIDB and other statutory requirements
- Oversee scheduled waste management and eSWIS compliance across all plants.
- Establish enterprise-wide risk management frameworks, including hazard identification, risk assessment, and mitigation planning.
- Drive a zero-incident philosophy covering workplace accidents, fire risks, chemical exposures (including chlorine), and environmental breaches.
3. Operational Excellence & Continuous Improvement
- Implement and maintain integrated SHE Management Systems aligned with:
- ISO 45001:2018
- ISO 14001:2015
- Lead Group-wide internal audits, compliance reviews, and gap assessments.
- Analyze incident trends and safety performance data to implement preventive and corrective actions.
- Champion best practices, digitalization, and innovation in SHE monitoring and reporting.
4. Emergency & Crisis Management
- Oversee the Emergency Response & Crisis Management framework across all sites.
- Lead the Emergency Control Centre during critical incidents.
- Ensure robust business continuity planning related to SHE risks.
- Conduct simulation drills and ensure plant readiness at all times.
5. Culture, Capability & Engagement
- Drive safety culture transformation from compliance-based to ownership-driven behavior.
- Design and implement Group-wide SHE competency frameworks and training roadmaps.
- Coach plant leaders to integrate SHE into daily operational decision-making.
- Promote visible leadership, proactive reporting, and continuous improvement mindset.
Who We're Looking For
- Bachelor's Degree in Safety, Occupational Health, Environmental Science, or related discipline.
- Registered and certified competency in Safety, Occupational Health, or Environmental field (e.g., Green Book holder or equivalent).
- Minimum 1015 years of progressive SHE leadership experience, with multi-site or manufacturing exposure preferred.
- Strong working knowledge of ISO 45001 & ISO 14001 systems implementation and auditing.
- Demonstrated experience managing regulatory authorities (e.g., DOSH, DOE, BOMBA) and external audits.
- Strong analytical, strategic thinking, and stakeholder management capabilities.
- Proven ability to lead large teams and influence cross-functional leaders.
