Job Purpose:
Lead and manage Mechanical & Electrical (M&E) Services & Operations to ensure reliable, efficient, and safe operation of all campus facilities and utilities. This includes driving maintenance and asset management strategies, overseeing plant operations, leading energy management master planning and initiatives, and managing M&E-related projects, risk, and process governance to support campus operations, optimize costs, and ensure compliance with regulatory requirements, HSE standards, and industry best practices.
Key Accountabilities:
M&E Asset and Maintenance Management
Lead the planning and execution of maintenance strategies for all M&E assets, including reviewing and endorsing maintenance masterplans and procedures, to ensure reliable, efficient, and optimised asset performance, minimise downtime, and campus operations which support the needs of the community and overall value delivery to the university.
Space & Energy Management
Lead the development and implementation of energy management masterplans and initiatives, including reviewing and endorsing relevant strategies, by integrating space utilisation and operational data to optimise energy consumption, improve system efficiency, and support sustainability targets while ensuring reliable utility services for campus operations.
Plant Operations and Maintenance
Lead and plan plant operations and maintenance by ensuring reliable, efficient, and safe performance of all utility systems, overseeing contractors and service providers, enforcing compliance with operational and HSE standards, optimising maintenance and energy costs, monitoring asset condition and performance, and driving continuous improvements and lifecycle upgrades to meet the stipulated objectives and targets while in compliance to all legal requirements and industry best practices.
Project Management
Lead, plan, manage and oversee all M&E-related projects by working as appointed Project Management Consultant (PMC), ensuring design, specifications, and execution are aligned with operational needs, safety requirements, and cost efficiency, while coordinating with contractors, consultants, and stakeholders to ensure timely delivery, quality completion, compliance with regulatory and industry best practices to meet stipulated objectives and targets.
HSE, Risk and Process Management
Lead implementation of the standards for HSE and risk management related to plant, property, asset, construction, transportation and project management by enforcing, executing and utilising the relevant tools and processes such as PSM (Process Safety Management), JSP (Job Safety Analysis) and HAZOP (Hazard and Operability Study) to ensure adherence to all legal requirements and industry best practices.
Section Administration and Departmental Covering
Manage section administration by overseeing budgeting, resource planning, staff performance, and capability development, while providing day-to-day guidance and direction to team members to ensure effective and continuous operations, and supporting departmental functions as required to maintain overall operational continuity.

Networking and Relationship Building
Build and maintain effective working relationships with internal stakeholders, authorities, and service providers to support smooth operations and stay aligned with latest and/or future industry developments to capture new business opportunities.
Good Governance
Enforce the implementation of applicable PETRONAS procedures and guidelines and affect the compliance to statutory and legislative requirements to ensure conformance to the established Limits of Authority (LOA) to safeguard PETRONAS interest, image and reputation.
Codes Of Conduct & Business Ethics (Cobe) and HSE Policies
Communicate, interpret and champion the execution of the objectives and provisions of the Health, Safety and Environment (HSE) policies and Codes of Conduct & Business Ethics (COBE) and undertake appropriate mitigation and/or intervention programmes to safeguard business operations, high staff discipline and industrial harmony.
Leadership and Capability Development
Lead, develop, and support team members to build strong capabilities, encourage accountability, and drive consistent high-performance delivery culture to ensure internationalization of the leadership and capabilities in executing their jobs.
Mindset, Behaviour and Culture
Develop and implement distinctive mindset, behaviour and culture to achieve high work performance by adoption and implementation of value interventions, tools and methodologies to promote and instil high sense of commitment, ownership, integrity and loyalty that will contribute to operational excellence.
