Job Description

Job Purpose

Lead, plan, guide and manage procurement execution, sourcing discipline, contract and vendor performance management, and procurement data integrity towards shaping disciplined, transparent and value‑oriented procurement practices. The position translates UTP's financial sustainability and cost‑discipline objectives as set by Institute of Technology PETRONAS Sdn Bhd (ITPSB) into effective spend control and commercial outcomes, while operating within established governance, Limits of Authority (LOA), and compliance to ITPSB and PETRONAS established policies, procedures and framework.

The role works in close alignment with Financial Planning & Analysis (FP&A), providing pipeline visibility, commercial insights and spend intelligence.

Key Accountabilities:

Procurement Planning & Category Oversight

Lead the development and execution of annual procurement plans and category priorities across major spend areas, translating approved budgets and financial sustainability objectives into coordinated sourcing and spend‑management actions.

Demand Management & Spend Discipline

Enforce disciplined demand‑management practices in consultations with internal stakeholders by challenging specifications, improving aggregation, and applying procurement guardrails and LOA controls to minimise spend leakage, fragmentation and non‑compliance across the university.

Sourcing, Tender & Contract Management

Lead and govern the end‑to‑end sourcing, tender and contract management process by developing, recommending and executing approved sourcing strategies; overseeing TC and QC processes; managing Registered and Non‑Registered PETRONAS vendors; ensuring due diligence on procurement requests (PRs); enforcing procurement governance, standards and procedures; resolving sourcing and tender issues; and reviewing procurement performance and management reports to ensure full compliance with UTP and PETRONAS policies, LOA requirements and business needs in an effective and efficient manner.

Vendor & Contract Performance Management

Establish and drive vendor segmentation, effective implementation of contract utilization, performance monitoring and corrective‑action frameworks to improve supplier reliability, cost control, service outcomes and continuity in support of institutional pipelines.

Procurement Data, System & Reporting

Ensure the integrity, timeliness and usability of procurement data by strengthening e‑procurement systems, contract registers and dashboards, and by providing accurate spend, pipeline and commercial insights to support FP&A planning, validation and analysis.

Governance, Compliance & Assurance

Safeguard institutional integrity by ensuring full compliance with UTP and PETRONAS procurement policies, statutory requirements and ethical standards, and by serving as the primary procurement interface for audit and assurance matters.

Leadership & Capability Development

Build and lead a disciplined, commercially‑aware procurement team by setting clear expectations, strengthening capability, embedding consistent procurement practices across the institution.

Generic Accountabilities:

Stakeholder Engagement

Partner with internal stakeholders, business and central functions to balance service responsiveness with cost discipline and governance.

Good Governance

Enforce the implementation of applicable PETRONAS procedures and guidelines and affect the compliance to statutory and legislative requirements to ensure conformance to the established Limits of Authority (LOA) to safeguard PETRONAS interest, image and reputation.

Codes of Conduct & Business Ethics (Cobe) and HSE Policies

Communicate, interpret and champion the execution of the objectives and provisions of the Health, Safety and Environment (HSE) policies and Codes of Conduct & Business Ethics (COBE) and undertake appropriate mitigation and/or intervention programmes to safeguard business operations, high staff discipline and industrial harmony.

Leadership and Capability Development

Build and lead a disciplined, commercially‑aware procurement team by setting clear expectations, strengthening capability, embedding consistent procurement practices across the institution.

Mindset, Behaviour and Culture

Develop and implement distinctive mindset, behaviour and culture to achieve high work performance by adoption and implementation of value interventions, tools and methodologies to promote and instil high sense of commitment, ownership, integrity and loyalty that will contribute to operational excellence.

Qualification & Experience:

  • Recognised degree in Business, Finance, Supply Chain, Engineering or related discipline.
  • Master's degree or relevant professional qualification in relevant field is an advantage.
  • More than 10 years of experience in procurement, commercial and contract management roles within structured, governance‑driven environments.
  • Demonstrated experience managing end‑to‑end procurement cycles and supervising small to mid‑sized teams.
  • Strong understanding of procurement governance, tender processes, contract management and spend analysis.
