This role is responsible for ensuring the successful delivery of digital project initiatives through effective project management, structured quality assurance practices and strong governance. The role provides oversight in planning, executing and monitoring projects to ensure they are delivered on time, within scope and aligned with the Corporation's objectives. In addition, the position safeguards delivery standards by embedding quality frameworks, driving continuous improvement, and ensuring compliance with internal policies, PMP/PMBOK, ITIL, COBIT and ISO quality standards.
Key areas include:
- Project Management: Act as the Lead Project Manager for strategic IT and digital initiatives, with end-to-end responsibility for planning, execution, monitoring and delivery. Working with the Technical team and business user to define project scope, objectives, deliverables, timelines and budgets in alignment with the Corporation's strategies. Provide leadership in stakeholder engagement, vendor management and conflict resolution to ensure successful outcomes. Present project status updates, risks, and recommendations to senior management and IT steering committees.
- Quality Assurance: Establish and enforce quality management practices based on Software CMMI maturity levels, ensuring processes are defined, measured and continuously improved. Oversee project quality assurance processes, ensuring deliverables meet acceptance criteria and Corporation standards. Provide senior management with objective visibility into process performance, risks and opportunities for optimisation.
- Governance & Compliance: Champion adherence to project management standards (e.g. PMP/ PMBOK, PRINCE2, SAFe) and quality framework (ISO, COBIT, ITIL). Ensure governance requirements are met, including documentation, approval gates, and reporting. Support IT steering committees with reports, dashboards, and compliance checks. Embed risk management practices into project planning, delivery, ensuring compliance with internal policies and regulatory requirements.
- Budget Management & Financial Control: Monitor, and manage project budgets across the departmental projects, ensuring expenditures are controlled and aligned with approved financial allocations. Develop cost estimates, track budget utilisation, analyse variances, and manage financial risks throughout the project lifecycle. Provide transparent and timely budget reporting, forecasts, and financial insights to senior management and governance committees to support informed decision-making.
Education & Professional Experience
- Bachelor's Degree from a recognised university in Information Technology, Computer Science, Business Administration, or other relevant fields; and/or
- Master's degree in Business, Technology Management, or a related field is an added advantage.
- Professional Certification (Preferred)
- Project Management: PMP, PRINCE2 or Agile Certifications (Scrum Master, SAFe).
- Quality Assurance/ Process Improvement: CMMI, Six Sigma Green/Black Belt.
- Governance / IT Service Management: ITIL, COBIT or related certifications.
Professional Experience
- Minimum 8 years of relevant working experience in IT project management, quality assurance, or governance roles.
- Demonstrated experience as Lead Project Manager for medium to large-scale IT or digital transformation projects.
- Hands-on involvement in establishing or maintaining QA frameworks aligned with CMMI or similar maturity models.
- Experience in managing vendors, service providers, and outsourced partners within a regulated environment.
- Prior exposure to IT audits, risk management, or compliance oversight will be an advantage.
- Experience in financial services, regulatory, or public sector organisations is desirable.
