A Senior Procurement Executive / Assistant Procurement Manager in the construction industry with 10 years of experience manages heavy supply chains. Based in Johor Bahru (JB), they handle local and international material/services vendors, negotiate high-value supply contracts, and navigate cross-border logistics to Singapore.
Key Responsibilities
- Facility Management (FM) Department Sourcing: Source quotation and tender for materials and services for Ad Hoc Repair & Maintenance and Term Contracts.
- Construction Bulk Purchase Sourcing: Source pc-rated construction materials like metal roof, metal wall cladding, tile, ironmongery, sanitary ware & fittings, light fittings, aircon units, lift, dock leveller & sectional doors, mechanical fans, fire pumps, genset, transformer, IOT, etc.
- Construction Sourcing for Budgeting: Source materials like ready-mix concrete, steel rebar, structural steel, piling, architectural finishes, and light/heavy machinery leases.
- Project Department Sourcing: Assist in sourcing of consultants for new-built projects.
- Other departments (e.g. ESG) Sourcing: Assist in sourcing quotation or tender (RFP) requested by other departments.
- Contract & Tender Management: Lead the preparation of Bills of Quantities (BQ), manage Request for Proposals (RFPs), evaluate competitive tenders, draft recommendation paper and approval form, issue Purchase Order in NetSuite/ApprovalMax for approval and send approved PO to vendor. Manage term contracts.
- Vendor & Contractor Negotiation: Leverage 10 years of commercial expertise to secure volume discounts, fixed-price material agreements, and favorable credit terms with local Malaysian and regional suppliers.
- Cost Control & Budgeting: Track project spending closely against dynamic construction/property management budgets to minimize cost overruns caused by material/service fluctuations.
- Cross-Border Logistics: Coordinate transport, customs clearances, and regulatory permits for materials moving through the Johor-Singapore checkpoints.
- Compliance & Standards: Ensure all purchased materials strictly comply with Construction Industry Development Board (CIDB Malaysia) standards and local safety rules.
Job Requirements
- Education: Bachelor's degree in Civil Engineering, Quantity Surveying, Supply Chain Management, or a related field.
- Experience: Minimum 10 years of procurement experience, with at least 5 years explicitly spent on large-scale warehouse/industrial, commercial, or infrastructure projects in Malaysia. Experience should cover Project Development & Facility Management for services like repair and replacement, pest control, security, cleaning services, etc.
- Industry Networks: Deep, established relationships with reputable suppliers, fabricators, and trade subcontractors across Johor and the Klang Valley.
- Software Competency: Advanced proficiency in construction ERPs (like Oracle NetSuite, ApprovalMax, or SAP) and strong estimating/Excel skills.
- Language & Mobility: Fluency in English and Bahasa Melayu to negotiate effectively with local builders and authorities. Possession of personal transport to travel easily across active JB job sites.
