The Senior Property & Facility Manager is responsible for overseeing the overall facility and property management operations across the organisation's portfolio. The role ensures efficient and sustainable building operations, vendor and contract management, stakeholder coordination, and compliance with health, safety, and regulatory requirements. This position also plays a key part in driving operational excellence, optimizing costs, and supporting the company's asset value and ESG initiatives.
Key Responsibilities
Operations
- Responsible for the management, planning, and supervision of preventive maintenance and daily operational works for all properties under the Company's portfolio.
- Provide leadership to the team comprising of in-house Facilities Managers and an appointed external service provider to address any issues and challenges promptly.
- Oversee all facilities-related regulatory compliance, e.g., health and safety, fire inspections, pest control, etc.
- Oversee the conducting of regular building inspections and risk assessments, coordination of defects and rectification works, and review of tenant fitting-out and reinstatement works to ensure compliance with company policy and relevant government regulations.
- Review and put in place policies and standards for the department.
- Recommend improvements to operational efficiencies and effectiveness on a portfolio level.
Vendor / Contract Management
- Oversee the maintenance of a list of preferred vendors and negotiate contracts for services and preventive care that create efficiencies for the property portfolio.
- Oversee the procurement process including regularly reviewing and updating of prequalification lists, drafting of contract documents, invitation for quotation, tender, and recommendation for award of quotation/tender.
- Ensure smooth running of ground operations and required scope is diligently carried out in accordance with contractual obligations defined in service agreements.
- Ensure timely renewal of all term contracts, building, and regulatory licenses.
Stakeholder Management
- Establish good working relationships with various parties including tenants, service providers, regulatory authorities, and internal teams.
- Ensure tenants feedback and requests are dealt with professionally and promptly.
- Collaborate with the Investment and Asset Management team to drive income growth and value creation across all properties through operational expertise.
- Participate and collaborate in investment pipeline evaluation, determining fit within existing portfolio and exploring operational efficiencies.
- Closely work with the Development Management team on operational requirements on Asset Enhancement Initiatives (AEI) and Additions and Alteration works (A&A).
- Partner with key stakeholders to implement strategies or initiatives that can lead to sustainable operations, in line with the company's Environmental, Social and Governance (ESG) directive.
Reporting:
- Oversee the preparation of monthly progress reports on operational performance including running costs updates, as well as repairs and maintenance schedules.
- Leverage on tools and dashboards to monitor common trends, issues and costs incurred for each property under the portfolio.
- Oversee the preparation of budgeting and recommendations for the portfolio during the yearly Annual Business Planning exercise.
Budget Management
- Manage the portfolio's Operating Expenditure (OPEX) and Capital Expenditure (CAPEX) budgets efficiently and effectively.
- Prepare and monitor annual 5-year CAPEX plan for each asset.
- Oversee the preparation of cost estimates for repair works, work specifications, new equipment etc for management's approval.
- Oversee the review of portfolio utilities to ensure accurate billing.
Job Holder Requirements
- Bachelor's degree in Property Management, Facilities Management, Engineering, or a related discipline.
- Minimum of 810 years of relevant experience in property and facilities management, preferably within commercial or industrial portfolios.
- Strong knowledge of building operations, maintenance procedures, and local regulatory compliance.
- Excellent leadership, communication, and stakeholder management skills.
- Proven experience in budgeting, contract negotiation, and vendor management.
- Proficient in MS Office and familiar with facilities management systems or tools.
- Ability to work independently, prioritize multiple tasks, and deliver under tight timelines.
