Job Summary
Lead corporate finance strategy, investment governance, funding optimisation, and financial sustainability of the National Sovereign AI Cloud by developing long-term financial frameworks, evaluating strategic investments, overseeing financial performance, and ensuring prudent stewardship of financial resources to support national digital transformation objectives and sovereign technology resilience.
Job Responsibilities:
1. Corporate Finance Strategy
• Develop and drive enterprise-wide financial strategies, capital planning frameworks, and funding models to ensure long-term sustainability and commercial viability of the National Sovereign AI Cloud.
• Lead financial scenario planning and strategic forecasting to support organisational growth, expansion initiatives, and evolving national digital priorities.
• Align corporate finance strategies with government policies, national economic objectives, and sovereign technology aspirations.
2. Financial Planning & Performance Management
• Establish financial planning frameworks, business planning assumptions, and multi year financial roadmaps to guide sustainable investment decisions.
• Drive financial performance reviews and evaluate organisational financial health through strategic analysis, forecasting, and performance monitoring.
• Provide executive-level financial insights and recommendations to support informed decision-making by senior leadership and governance bodies.
3. Investment Evaluation & Capital Allocation
• Lead financial due diligence, investment assessments, and business case evaluations for major cloud infrastructure, technology, and ecosystem investments.
• Develop investment governance frameworks to ensure optimal allocation of financial resources and maximisation of strategic value creation.
• Evaluate financial returns, economic impact, and long-term sustainability of strategic initiatives, partnerships, and investment opportunities
4. Funding Strategy & Financial Sustainability
• Develop and execute funding strategies encompassing government appropriations, strategic financing mechanisms, public-private partnerships, and alternative funding models.
• Assess and recommend optimal capital structures, financing approaches, and sustainability frameworks to support long-term operational requirements.
• Lead engagement with funding agencies, financial institutions, and strategic stakeholders to secure financial support for key initiatives.
5. Commercial & Financial Advisory
• Provide strategic financial advisory support to executive management on significant commercial, investment, and partnership matters.
• Assess commercial opportunities, revenue generation initiatives, and emerging business models to enhance organisational sustainability.
• Lead commercial viability assessments for new services, products, and ecosystem development initiatives.
6. Financial Governance & Risk Management
• Establish financial governance frameworks, policies, and controls to safeguard organisational assets and ensure prudent financial stewardship.
• Lead financial risk identification, assessment, and mitigation strategies relating to capital investments, funding exposure, and market uncertainties.
• Ensure compliance with statutory requirements, government regulations, financial policies, and governance expectations.
7. Strategic Partnerships & Stakeholder Management
• Develop and maintain strategic relationships with government agencies, ministries, investors, financial institutions, regulators, and ecosystem partners.
• Lead financial negotiations and strategic discussions involving investment structures, collaboration models, and financing arrangements.
• Represent the organisation in high-level engagements relating to finance, investment, and economic sustainability matters.
8. Executive Reporting & Governance Support
• Lead preparation and presentation of financial strategies, investment proposals, and performance assessments for Boards, Committees, and Executive Leadership.
• Provide strategic recommendations and decision support materials on complex financial and investment matters.
• Ensure transparency, accountability, and effective financial reporting across organisational governance structures.
9. Financial Transformation & Value Creation
• Drive continuous enhancement of corporate finance capabilities, financial analytics, and value management practices.
• Identify opportunities to optimise financial performance, improve capital efficiency, and strengthen organisational resilience.
• Champion innovative financing approaches and financial transformation initiatives aligned with the future direction of sovereign cloud development.
10. Leadership & People Development
• Lead, mentor, and develop finance professionals to establish a high-performing corporate finance function.
• Build organisational capability in strategic finance, investment management, financial modelling, and value-based decision-making.
• Promote a culture of accountability, integrity, collaboration, and continuous improvement.
Qualification & Work Experience
1. Bachelor's Degree in Finance, Accounting, Economics, Business Administration, Investment Management, or related discipline. From a recognized University.
2. Master's Degree (MBA, Finance, Economics, or equivalent) is highly advantageous.
3. Minimum 15–20 years of progressive experience in corporate finance, investment management, strategic planning, infrastructure financing, or financial advisory.
4. Professional qualification such as CPA, ACCA, ICAEW, CFA, CIMA, or equivalent is preferred.
5. Advanced certifications in investment management, financial modelling, corporate finance, or strategic planning are advantageous.
6. Proven leadership experience in managing large-scale investment portfolios, funding programmes, or strategic financing initiatives.
7. Experience engaging senior government officials, regulators, financial institutions, investors, and executive stakeholders.
8. Experience in technology, digital infrastructure, telecommunications, cloud, sovereign funds, GLCs, or national strategic initiatives would be advantageous.
