The Senior Vice President, Project Implementation is responsible for leading the successful execution of construction projects by ensuring seamless coordination among stakeholders, maintaining adherence to quality and safety standards, and driving timely project delivery. This role oversees the full project lifecycle, from planning to completion, ensuring compliance with all regulatory requirements and organizational objectives.
- Supervise Construction Teams: Oversee and manage all construction teams, including contractors, consultants site supervision staff, and consultant staff, to ensure optimal performance.
- Establish Performance Expectations: Define clear performance standards and ensure adherence to project guidelines, schedules, and budgets.
- Foster Collaboration: Build a culture of teamwork, accountability, and continuous improvement within the project teams.
- Develop and Maintain Project Schedules: Contribute to the planning and updating of the Project Construction Schedule to align with organizational objectives.
- Set Critical Work Milestones: Define Required on Job (ROJ) dates for essential project phases within the Project Management Control System.
- Proactively Manage Project Timelines: Identify potential scheduling risks and implement mitigation strategies to avoid delays.
- Ensure Scope Completeness: Review and approve Scopes of Work to ensure they are comprehensive, compliant, and aligned with project timelines.
- Monitor Quality Standards: Assess contractors quality proposals and track their adherence to approved quality plans.
- Ensure Compliance with Project Quality Plans: Review Method Statements from contractors to guarantee compliance with project specifications.
- Develop and Oversee Site Logistics Plans: Manage the creation of site logistic strategies and oversee logistics planning for tenders and project execution.
- Optimize Site Utilization: Review and approve contractors site logistics plans, ensuring efficient use of space and resources.
- Enforce Safety Protocols: Collaborate with the Safety Officer to enforce compliance with the Project Safety Plan, ensuring a zero-harm environment.
- Act as a Liaison Between Teams: Coordinate activities between consultants, contractors, and internal teams to ensure seamless project execution.
- Lead Progress Meetings: Chair regular progress meetings, document key discussions, and update stakeholders on project milestones.
- Maintain Transparent Communication: Provide timely project updates, reports, and insights to internal and external stakeholders.
- Monitor and Analyze Project Risks: Track project progress against the Master Development Program and identify potential risks or delays.
- Implement Corrective Actions: Develop and oversee the execution of mitigation strategies to keep projects on track.
- Resolve On-Site Issues: Address field conflicts and technical problems that arise during construction to ensure smooth operations.
- Ensure Regulatory Compliance: Verify that as-built conditions align with project requirements and contractual obligations.
- Analyze Construction Claims: Conduct technical assessments of construction contract claims and provide strategic recommendations.
- Maintain Project Records: Oversee the organization, documentation, and filing of project-related correspondence, contracts, and reports.
- Establish a Centralized Filing System: Implement a structured project filing system to improve accessibility and audit readiness.
Requirements
- Bachelor's degree or equivalent in Civil Engineering, Structural Engineering, Construction Management, or a related discipline.
- Minimum 10 - 15 years of experience in a senior-level Project Management role within the infrastructure and mixed-use development sectors.
- Strong expertise in both Civil and Structural works, with hands-on experience in infrastructure projects such as roads, tunnels, bridges, utilities, drainage systems, and earth-retaining structures.
- Proficiency in Primavera, Microsoft Project, and TILOS is an advantage.
- Exceptional leadership, problem-solving, and stakeholder management skills.
- Fluent in Bahasa Malaysia and English, with excellent communication skills.
- High level of integrity with a results-driven mindset and the ability to thrive under pressure and tight deadlines.
