Job Purpose

The Special Officer to the Chief Operating Officer plays a strategic role in supporting the COO in driving organizational priorities, managing executive-level initiatives, and ensuring effective coordination across the organization. This role serves as a key point of contact within the COO's Office and is responsible for preparing strategic papers, monitoring key projects, and facilitating communication between the COO, senior management, and external stakeholders.

Key Responsibility

1. Strategic Advisory & Executive Support

  • Provide strategic and operational support to the COO in executing organizational priorities and initiatives.
  • Assist the COO in reviewing proposals, reports, and strategic plans submitted by departments.
  • Prepare briefing materials, talking points, and presentations for meetings, events, and engagements attended by the COO.

2. Preparation of Strategic Papers

  • Lead the preparation of working papers, concept papers, proposal papers, and management papers for internal management and Board-level discussions.
  • Conduct research, policy analysis, and benchmarking to support the development of strategic recommendations for the COO.
  • Ensure all papers and reports submitted to the COO are well-structured, comprehensive, and aligned with organizational objectives.

3. Executive Coordination

  • Coordinate cross-departmental initiatives and follow up on key directives issued by the COO.
  • Monitor progress of strategic projects and report updates to the COO on a regular basis.
  • Ensure timely completion of action items arising from management meetings and executive discussions.

4. Stakeholder & Government Relations

  • Serve as a liaison between the COO and internal departments, government agencies, industry partners, and strategic stakeholders.
  • Support the COO in managing relationships with key stakeholders through effective communication and coordination.

5. Governance & Reporting

  • Support the preparation of Board papers, management reports, and official documentation required for governance processes.
  • Maintain confidentiality and proper documentation of sensitive information within the COO's Office.

6. Special Assignments

  • Lead or support strategic projects, corporate initiatives, or special assignments as directed by the COO.
  • Represent the COO in internal discussions or meetings when required.

Requirements

  • Bachelor's Degree in Business Administration, Management, Public Administration, or related field.
  • Minimum 13 years of relevant working experience, preferably in executive support, corporate planning, or strategy roles.
  • Strong ability in preparing working papers, reports, and proposal papers.
  • Excellent communication and interpersonal skills.
  • Good command of English and Bahasa Malaysia. Proficiency in Mandarin will be an added advantage to support communication with Mandarin-speaking stakeholders
  • Highly organized, detail-oriented, and able to manage multiple tasks effectively.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)
