Job Description

Job Summary

Lead sovereign cloud financial operations (FinOps) by establishing financial governance frameworks, optimizing cloud resource utilization, driving cost transparency, and aligning technology consumption with business value outcomes to ensure sustainable, efficient, and accountable operation of the National Sovereign AI Cloud.

Job Responsibilities:

1. FinOps Governance & Frameworks

• Establish and operationalise FinOps governance frameworks, policies, standards, and accountability mechanisms to ensure effective financial management of sovereign cloud resources.

• Drive adoption of FinOps principles across cloud platforms, technology teams, and stakeholders to promote cost awareness and financial accountability.

• Develop cloud financial management practices aligned with government requirements, financial governance standards, and national digital priorities.

2. Cloud Cost Management & Optimization

• Lead monitoring and optimisation of cloud expenditure, resource consumption, and utilisation patterns to maximise value from infrastructure investments.

• Identify cost-saving opportunities through rightsizing, resource rationalisation, capacity optimisation, and workload efficiency improvements.

• Drive implementation of optimisation initiatives that improve cost efficiency while maintaining service performance and operational resilience.

3. Financial Planning & Consumption Forecasting

• Lead cloud financial planning, consumption forecasting, and expenditure modelling to support budgeting and investment decision-making.

• Develop financial projections based on cloud adoption trends, business demand, workload growth, and infrastructure expansion requirements. c) Provide forward-looking financial insights to support sustainable cloud operations and long-term capacity planning.

4. Showback, Chargeback & Cost Transparency

• Develop and manage cloud cost allocation methodologies, showback models, and chargeback mechanisms to improve financial visibility and accountability.

• Ensure accurate attribution of cloud expenditures across agencies, programmes, business units, and services.

• Provide stakeholders with transparent reporting on cloud utilisation, consumption trends, and financial impacts.

5. Financial Analytics & Reporting

• Lead development of cloud financial performance dashboards, metrics, and reporting capabilities.

• Provide actionable financial insights regarding cloud expenditure, utilisation efficiency, investment returns, and optimisation opportunities.

• Present financial performance reports and recommendations to management and governance committees.

6. Cloud Commercial Management

• Support commercial evaluation of cloud services, technology investments, licensing arrangements, and strategic vendor agreements.

• Participate in financial assessments of cloud procurement initiatives and emerging technology investments.

• Evaluate pricing structures, commercial models, and service consumption arrangements to ensure value for money.

7. Stakeholder Advisory & Business Partnership

• Act as the primary FinOps advisor to cloud operations, engineering, architecture, AI platform, and governance teams.

• Provide guidance on financial implications of technology decisions, architectural choices, and infrastructure deployment strategies.

• Promote a culture of financial accountability across stakeholders involved in cloud resource consumption.

8. FinOps Performance & Value Realisation

• Establish and monitor FinOps KPIs, financial efficiency indicators, and value realization metrics.

• Measure effectiveness of optimisation initiatives and demonstrate financial outcomes achieved through FinOps interventions.

• Drive continuous improvement programmes to enhance cloud financial maturity and operational efficiency.

9. Compliance, Risk & Financial Controls

• Ensure compliance with financial governance requirements, procurement policies, and cloud financial management controls.

• Monitor financial risks associated with cloud spending, resource overconsumption, cost leakage, and inefficient utilisation.

• Implement appropriate controls and reporting mechanisms to maintain financial discipline across cloud environments.

10. Leadership & Capability Development

• Lead and mentor FinOps analysts, cloud financial specialists, and relevant stakeholders on FinOps best practices.

• Build organisational capability in cloud financial management, cost optimisation, financial forecasting, and cloud economics.

• Champion continuous learning and FinOps maturity development across the sovereign cloud ecosystem.

Qualification & Work Experience

1. Bachelor's Degree in Finance, Accounting, Economics, Information Technology, Computer Science, Business Analytics, or related discipline from a recognized University.

2. Minimum 8–12 years of experience in financial management, cloud operations, technology finance, FinOps, IT financial management, or related disciplines.

3. FinOps Certified Practitioner, FinOps Certified Professional, Cloud Financial Management certification, or equivalent is advantageous.

4. Professional certifications in cloud platforms (AWS, Azure, Google Cloud, Oracle Cloud, OpenStack, VMware) are advantageous.

5. Experience managing cloud cost optimisation, cloud financial governance, technology budgeting, or resource planning.

6. Experience working across finance, technology, operations, and vendor management environments.

7. Experience with large-scale cloud environments, data centres, digital infrastructure, or public sector technology programmes is advantageous.
