Job Description

Short Summary This Role :

Building, managing, and scaling high-impact partnerships that support TikTok Shop's mission of enabling MSMEs, creators, and local businesses across Malaysia. This role works closely with government agencies, corporate partners, financial institutions, and internal teams to design and execute strategic programmed that drive platform growth, seller enablement, and positive social impact.

This position will support the end-to-end lifecycle of strategic initiatives — from opportunity scouting, proposal development, stakeholder management, programmed execution, to impact reporting. This role requires strong communication, structured thinking, agility in execution, and the ability to manage multiple programmed simultaneously.

Job Responsibilities:

1. Partnership Development & Management:

  • Identify, evaluate, and onboard new partners including government agencies, corporate brands, MSME organizations, local councils, associations, training institutions, communities, and ecosystem enablers
  • Conduct market mapping to understand partnership opportunities that accelerate seller growth.
  • Prepare proposals, decks, briefs, and partnership documents for strategic initiatives.
  • Support the negotiation and execution of MoUs, proposals, grant frameworks, and partnership agreements.
  • Strengthen long-term relationships and ensure alignment with national SME strategies, government agendas, and TikTok Shop's sustainability and commercial Bility priorities.

2. Programme Design & Execution:

  • Co-develop partnership programmes such as but not limited to upskilling workshops, district roadshows, grant/incubation pipelines, or co-branded CSR projects that serve both TikTok Shop and Government Partners
  • Provide operational support during programme rollout, including seller selection, agenda planning, logistics coordination, press release review and internal cross-functional alignment up to concluding a post-mortem report.
  • Coordinate with internal teams to deliver execution.

3. Strategic Planning & Analysis:

  • Conduct market and policy research to identify new partnership opportunities supporting local entrepreneurs, rural development, digitalization, and creator-seller enablement.
  • Track programme KPIs such as lean-in local initiatives metrics and commercial metrics
  • Prepare strategic decks, proposals, and impact reports for leadership, government stakeholders, and external partners.

4. Stakeholder Communication & Governance:

  • Liaise with stakeholders, government officers, partners, and internal departments to ensure programme governance and structured communication.
  • Draft speeches, briefing notes, talking points, and event narratives
  • Manage expectations, timelines, and deliverables while ensuring compliance with internal risk and policy requirements.
  • Coordinate internal functions — Marketing, Training, Category, Creator/Affiliate — to ensure success for each initiative.

5. Event & Initiative Support:

  • Assist in planning and managing high-visibility events (workshops, launches, campaigns, symposiums, expos, roadshows).
  • Coordinate seller booths, LIVE showcases, content creator involvement, and social impact visibility.
  • Support talent, press, and public relations coordination when needed.

6. Data & Performance Reporting:

  • Track partnership results using dashboards and weekly trackers.
  • Prepare post-mortem reports, insights, and recommendations for continuous improvement.
  • Present findings to senior management and external partners.

Job Requirements:

  • Bachelor's degree in Business, Marketing, Public Policy, Economics, Communications, or related field.
  • At least have 3 to 5 years of experience in partnerships, government relations, program management, e-commerce, or strategic planning.
  • Strong project management skills with ability to manage multiple high-pressure initiatives simultaneously.
  • Excellent communication and stakeholder engagement skills (English & Bahasa Malaysia).
  • Strong analytical skills; able to turn data into insights, insights into action.
  • Ability to work in fast-paced, agile, adaptable, ambiguous, high-stake environments.
  • Experience working with government agencies, GLCs, SMEs, or community programmed.
  • Familiarity with e-commerce ecosystems and seller enablement structures.
  • Competency in creating pitch decks, proposals, and impact reports.
  • Understanding of national MSME agendas, digitalization policies, and industry grants.
  • Experience working in marketplaces
  • Experience coordinating government-backed programs or grassroots community activations.
  • Familiarity with creators, affiliates, or livestream operations.
