Job Description

Role Overview:

We are seeking a highly driven Strategic Portfolio Manager / Resource Manager to support and manage key banking client accounts across Malaysia and the region. This role will be responsible for workforce planning, recruitment coordination, client engagement, stakeholder management, administrative operations, and overall project resource management to ensure successful delivery of resources and project initiatives.

The ideal candidate should possess strong communication and coordination skills, experience managing banking clients, and the ability to work closely with internal delivery teams, business stakeholders, and external clients. Proficiency in Mandarin (spoken, written, and reading) is required to support Mandarin-speaking stakeholders and clients.

Key Responsibilities

Portfolio & Resource Management

  • Manage overall resource allocation and workforce planning across multiple banking projects and accounts.
  • Monitor project staffing requirements, bench management, utilization, and deployment planning.
  • Coordinate with delivery managers and project teams to ensure timely fulfillment of resource requests.
  • Track hiring pipeline, onboarding progress, attrition, and manpower forecasting.
  • Ensure optimal utilization of resources and support strategic workforce planning initiatives.

Recruitment & Workforce Management

  • Work closely with recruitment teams to source and fulfill technical and functional roles.
  • Participate in candidate screening, interview coordination, salary benchmarking, and hiring discussions.
  • Support workforce optimization initiatives and ensure alignment with project demands and business growth.
  • Maintain resource databases, reporting dashboards, and manpower analytics.
  • Coordinate onboarding, offboarding, contract renewal, and employee movement processes.

Client & Stakeholder Management

  • Serve as a key liaison between clients, management, recruiters, and delivery teams.
  • Build and maintain strong relationships with banking clients and key stakeholders.
  • Attend client meetings, resource discussions, and project governance sessions.
  • Ensure client expectations and staffing requirements are effectively managed and fulfilled.
  • Handle escalations and support issue resolution in a timely and professional manner.

Administrative & Operational Management

  • Manage billing administration, timesheet tracking, invoice coordination, and payment follow-ups with internal finance teams and clients.
  • Support project coordination activities including resource scheduling, documentation tracking, reporting, and status monitoring.
  • Ensure proper maintenance of project-related records, contracts, and administrative documentation.
  • Coordinate employee engagement activities, staff welfare initiatives, and internal communications to support employee retention and morale.
  • Assist in leave management, attendance monitoring, and operational HR coordination for project employees.
  • Support audit, compliance, and governance-related administrative requirements when necessary.

Business Support

  • Support management reporting and operational planning activities.
  • Assist in proposal or resource estimation activities when required.
  • Collaborate with internal teams to support business and delivery objectives.

Requirements

  • Bachelor's Degree in Business Administration, Human Resources, Information Technology, or related fields.
  • Minimum 5 years of experience in resource management, workforce management, recruitment, account management, project coordination, or operations within an IT vendor or consulting environment.
  • Prior exposure to banking or financial services clients is highly preferred.
  • Experience handling recruitment and staffing for technology or project-based roles.
  • Experience in billing coordination, administrative operations, or project support functions is an added advantage.
  • Strong stakeholder management and client-facing communication skills.
  • Proficient in Microsoft Excel, PowerPoint, and reporting tools.
  • Ability to work in a fast-paced and dynamic environment.

Language Requirements

  • Proficiency in Mandarin (spoken, reading, and writing) is mandatory.
  • Good command of English is required.
