Job Description

Frazer Jones is delighted to be partnering with a leading Singapore headquartered organisation to appoint a Talent Development Specialist. This role sits within the HR function and plays a pivotal role in shaping and delivering the organisation's talent and learning strategy.

Reporting to the Head of Learning and Talent, you will be responsible for designing and implementing impactful development programmes that build leadership capability, strengthen organisational effectiveness and foster a culture of continuous learning across the business.

In this role, you will co-create and execute a comprehensive talent development roadmap aligned to business priorities, using proactive learning needs analysis and ongoing stakeholder engagement to identify capability gaps and develop targeted solutions. You will design and deliver engaging learning interventions across multiple formats including in-person, virtual and digital platforms, applying strong instructional design principles to ensure programmes are both relevant and effective. A key focus will be on embedding a sustainable learning culture through the use of technology, e-learning and social platforms, while also managing the Learning Management System and external vendor relationships within budget.

The position also carries a strong analytical component, requiring you to leverage talent and learning data to assess programme effectiveness, generate insights and influence decision-making through clear data storytelling. You will play a role in supporting the development of high-potential and senior leaders by monitoring individual development plans and contributing to broader talent management initiatives such as talent reviews, succession planning and employee engagement efforts.

In addition, you will contribute to enhancing the end-to-end employee experience by applying design thinking principles to key moments across the lifecycle, including onboarding and assimilation for critical roles. The role involves leading end-to-end programme management, from design and pilot phases through to execution and evaluation, as well as driving change management initiatives in collaboration with HR and business stakeholders.

The ideal candidate will bring a degree in Business, Human Resources, or a related discipline, along with 5 to 8 years of relevant experience in learning, talent or organisational development. You will have a proven track record in delivering training programmes and facilitating workshops for diverse audience sizes in both physical and virtual environments. Strong programme management, stakeholder engagement and data analytics capabilities are essential, alongside hands-on experience with LMS and digital learning tools.
