POSITION: TALENT ENGAGEMENT OFFICER

Employment Type: Contract (potential for permanent employment, subject to performance)

Location: Nationwide across Malaysia (based on business requirements)

About the Job

On behalf of our client, we are seeking a proactive and resourceful Talent Engagement Officer responsible for identifying, sourcing and developing sustainable talent pipelines across active and emerging industries based on current and anticipated workforce demand.

The role focuses on talent market intelligence, proactive talent sourcing, talent mapping and pipeline development. Identified talent will be channelled to the Recruitment Team for further screening, job matching and referral to relevant hiring opportunities.

Key Responsibilities

1. Talent Sourcing & Pipeline Development

  • Proactively identify and source potential talent across various industries, occupations and skill levels.
  • Develop and maintain talent pipelines based on current and anticipated workforce demand.
  • Source talent through professional networking platforms, career events, educational institutions, industry networks, talent databases and other relevant sourcing channels.
  • Identify both active and passive talent who may be suitable for current or future career opportunities.
  • Build specialised talent pools for high-demand, critical, niche and hard-to-fill occupations.

2. Talent & Market Intelligence

  • Conduct regular talent and market research to identify:
  • Industries with active hiring demand
  • High-demand occupations and skills
  • Emerging job roles
  • Talent availability and shortages
  • Salary trends and market expectations
  • Talent location and mobility
  • Monitor industry and workforce developments that may influence talent demand.
  • Provide relevant market insights to support talent sourcing and recruitment strategies.

3. Talent Mapping & Database Management

  • Map available talent according to industry, occupation, skills, experience, qualifications, salary level and location.
  • Identify talent clusters that can support current and future hiring requirements.
  • Maintain organised and up-to-date talent databases and pipelines.
  • Track talent availability, employment status and relevant career preferences where appropriate.

4. Preliminary Talent Identification

  • Review candidate profiles and CVs to determine general occupational and industry relevance.
  • Identify potential talent based on broad hiring requirements and market demand.
  • Conduct preliminary validation of relevant candidate information before referral to the Recruitment Team.
  • Tag and categorise talent according to industries, occupations, skills, qualifications and experience.

Detailed candidate screening, competency assessment and final job matching will be managed by the Recruitment Team.

5. Talent Referral & Recruitment Support

  • Channel relevant talent pipelines to Recruiters based on current hiring priorities and workforce demand.
  • Provide relevant talent information to support further candidate screening and job matching.
  • Work closely with Recruiters to understand priority occupations, skills and talent requirements.
  • Continuously develop and replenish talent pipelines based on recruitment needs and feedback.

6. Strategic Talent Sourcing & Stakeholder Engagement

  • Support targeted sourcing initiatives for industries experiencing talent shortages.
  • Participate in career fairs, talent outreach programmes, networking sessions and other talent-related initiatives.
  • Engage with educational institutions, professional bodies, talent communities and other relevant stakeholders to expand talent networks.
  • Deliver presentations and share information on the Company's recruitment and career-related initiatives with relevant talent groups and stakeholders.
  • Develop alternative sourcing strategies for hard-to-fill or niche talent requirements.

7. Talent Data & Reporting

  • Maintain accurate records of talent sourced, mapped and referred to the Recruitment Team.
  • Monitor talent pipeline volume and availability by industry, occupation and skill category.
  • Prepare periodic reports on sourcing activities, market findings and talent pipeline status.
  • Highlight talent shortages, emerging skills and sourcing challenges to support operational and recruitment decision-making.

Job Requirements

  • Minimum Diploma or Bachelor's Degree in, Business Administration, Psychology, Management, Marketing, Statistics or other related fields.
  • Minimum 3 years of experience in talent sourcing, labour market research, talent intelligence, recruitment or other related areas is preferred.
  • Strong research, analytical and talent sourcing capabilities, with the ability to identify talent trends and develop talent pipelines across various industries.
  • Fluent in English and Bahasa Malaysia, with strong communication, presentation, networking and relationship-building skills to engage talent communities, educational institutions, professional bodies and other relevant stakeholders.
  • Proactive, resourceful and able to work independently, manage multiple assignments effectively and travel across Malaysia based on business requirements.
