An established Oil & Gas Company in Kuala Lumpur is seeking a qualified and experienced individual to fill the role of Senior Executive, Talent Management (Recruitment & Manpower).
This position is required to formulate and implement recruitment and manpower administration strategies, including baseload and FTE resourcing and contract management, to ensure optimal talent deployment supporting matured field operations and business growth, in compliance with approved WPB plans, company policies, internal control procedures, and applicable statutory and contractual requirements.
Responsibilities:
- Formulate and implement recruitment and manpower activities, including baseload and FTE resourcing, by assessing role criticality, workforce fit, and upstream operational requirements, to ensure optimum deployment in alignment with approved WPB plans, supporting matured field operations, new field development, and CCS initiatives.
- Lead and drive the end-to-end recruitment strategy and execution for baseload and FTE positions, overseeing the full talent acquisition lifecycle including workforce planning consultation, job scope refinement, recruitment strategy development, assessment framework design, candidate sourcing and evaluation, interview panel participation, hiring proposal preparation, and offer management to ensure the timely acquisition of high-caliber talent, sustained manpower readiness, and full compliance with organizational policies and regulatory requirements , while partnering closely with business leaders and providing advise directly to the Head of HR.
- Continuously monitor talent market trends and recruitment practices, particularly for Malaysian and Thai candidates, and exercise a multi-channel sourcing strategy (including company job portal, LinkedIn, JobStreet/JobsDB, head hunters, employee referrals, RPOs, and other relevant platforms) to ensure timely access to diverse, qualified talent and sustained recruitment effectiveness as well as instrumental in facilitating pay competitiveness in order to get the right talent for the right role whilst balancing the budget allocated for hiring; inclusive of third party personnel engagements.
- Ensure adherence to shareholder governance and HR protocols by understanding and applying the required consent and approval processes when shortlisting candidates currently employed by shareholder companies, to ensure transparency, ethical recruitment practices, and compliance with agreed inter-company arrangements.
- Establish and maintain effective professional relationships with headhunters and manpower agencies to obtain reliable market intelligence and salary benchmark data, supporting informed recruitment decisions, cost competitiveness, and alignment with internal remuneration frameworks. This inputs to support annual budget planning for third party personnel and when preparing employment offer.
- Govern Manpower Agencies and third-party personnel engagements under the Manpower Contract for Manpower Supply Services and Background Screening Contract including contract compliance and Work Order administration, to ensure both are contractually aligned, cost-effective, and compliant with approved terms, rates, and business requirements.
- Execute and administer Talent Management contracts, including PO and non-PO arrangements, by managing contract documentation, SAP and SMART GEP transactions, and cost verification activities, to ensure accurate cost recovery, audit compliance, and effective financial control in line with approved policies and procedures.
- Oversee and control payroll-related manpower cost administration for FTE and contractor personnel, including verification of timesheets, statutory contributions, Thai Withholding Tax, contractual entitlements, and invoice accuracy, to ensure manpower and payroll costs are accurate, compliant, and defensible while mitigating financial and compliance risks associated with large workforce volumes.
- Manage and coordinate pre-boarding, onboarding, and mobilization activities for local and expatriate hires, including documentation, system access, and offshore mobilisation requirements, to ensure timely, compliant, and seamless integration of new joiners in accordance with company, regulatory, and operational standards.
- Collaborate and coordinate with cross-functional stakeholders, including Operations, Finance, Procurement, IT, and HSE, to resolve manpower, contract, and onboarding issues and drive continuous improvement initiatives, to ensure operational continuity, risk mitigation, and enhanced efficiency across recruitment and manpower processes.
Job Requirement:
- Degree in Business Administration, Human Resource Management or equivalent
- Minimum 12-15 years experience in human resources functions with particular emphasis in recruitment, manpower planning and a good grounding in overall HR practices in oil & gas industry.
- A proven track record in the ability to work independently, under pressure and deliver timely results.
- Possess computer application skills e.g., Excel, Words, Power Point, presentation / chart application
- Familiar with system e.g., SAP, SMART by GEP and/or software e.g., Microsoft Office is an added advantage.
