JOB PURPOSE
Owns the technical delivery of GII pilots end-to-end - solution design oversight, vendor management, sprint execution, architecture validation and quality assurance. Each Technical Delivery Manager carries a portfolio of 1–2 MVPs through the pipeline. Three positions enable parallel delivery of the 2026 MVP portfolio.
DUTIES AND RESPONSIBILITIES
- Manage pilot and POC delivery from scoping through implementation, validation and closure; own the pilot KPI and outcome.
- Direct and oversee local startups, SIs and hyperscaler partners delivering Layer 1 (product) and Layer 2 (infra) - GII does not build, but supplies the architectural brain and quality oversight.
- Validate proposed solution architecture, data-readiness, API integration, security requirements and system readiness with input from NAIO / JDN where required.
- Run sprint planning, backlog management, blocker tracking, technical risk logs and milestone reporting.
- Ensure pilot KPIs are measurable and validated; prepare pilot closure reports, lessons-learnt and scale-up recommendations.
- Coordinate with ministries during implementation and post-pilot review; act as the technical face of GII to vendor and ministry counterparts.
Required Skillsets
- Technical project management - Agile/Scrum, sprint planning, backlog management, risk tracking; familiarity with JIRA/Confluence essential.
- AI, cloud, data or software delivery experience - depth of one stack and literacy across the others.
- Solution architecture literacy - ability to review and challenge architecture proposals from vendors and hyperscalers.
- Vendor management and SI coordination, including reading and interpreting Statement of Work, acceptance criteria and contractual deliverables.
- System-integration understanding - APIs, data pipelines, cloud-native services.
- Ability to translate technical issues into management updates suitable for the ministry,
- Steering Committee and JKP/MED4IR audiences.
QUALIFICATION
Academic and Professional Qualifications:
- Bachelor's Degree in Computer Science, Information Technology, Software Engineering, Data Engineering, Information Systems, Engineering (any discipline), or related technical fields from a recognized institution.
- Preferred Master's Degree in Technology Management, Computer Science, Data Science, Software Engineering, Business Analytics, or related fields would be an advantage.
- Professional certifications in Agile/Scrum (CSM, PSM), Project Management (PMP), or SAFe would be highly desirable.
- Cloud certifications (AWS, Microsoft Azure, Google Cloud) would be an added advantage.
Professional Experience:
- Minimum 8–12 years of relevant working experience in ecosystem development, technology partnerships, innovation programmes, business development, stakeholder engagement, digital transformation, or related fields.
- Proven experience engaging and managing relationships with technology vendors, hyperscalers, startups, system integrators, industry associations, government agencies, universities, NGOs, and ecosystem partners.
- Experience evaluating technology solutions, vendor capabilities, innovation proposals, and partnership opportunities to support business or public-sector objectives.
- Demonstrated experience designing and facilitating workshops, innovation labs, design-thinking sessions, hackathons, focus groups, stakeholder consultations, or community engagement programmes.
- Experience developing and managing strategic partnerships, collaboration frameworks, sponsorship programmes, or ecosystem initiatives.
