TECHNICAL MANAGER (CIVIL ENGINEERING)

Job Responsibilities
- Lead the planning, execution, and delivery of Civil & Structural (C&S) design works for residential developments, road infrastructure, jetty/marine projects and public infrastructure works under JKR and JBA.
- Oversee the full design lifecycle from concept through detailed design, ensuring compliance with client requirements, local authority regulations, and relevant standards.
- Coordinate multidisciplinary interfaces (architectural, M&E, geotechnical and utilities) to ensure integrated, clash-free and buildable design solutions.
- Review and approve design deliverables, including calculations, drawings, specifications, and technical reports.
- Act as the key technical liaison with clients, authorities (including JKR, JBA, and local councils), consultants and contractors on all design-related matters.
- Ensure all submissions meet authority approval requirements and manage the design approval process with relevant agencies.
- Provide technical leadership, guidance, and mentorship to the design team to ensure high-quality engineering output.
- Drive value engineering initiatives to optimize cost, constructability and sustainability of design solutions.
- Support tender submissions, technical proposals and provide engineering input during bid and procurement stages.
- Monitor and ensure adherence to project schedules, quality standards and risk management requirements.
Requirements
- Bachelor's Degree in Civil Engineering (recognized by BEM); Professional Engineer (Ir.) with a valid Practicing Certificate (PEPC) is strongly preferred.
- Minimum 10 years of relevant experience in residential developments, roadworks/highways, jetty/marine structures, and public infrastructure projects.
- Proven experience dealing with JKR and JBA standards, submission processes, and authority approvals.
- Strong capability in reviewing and validating structural designs (reinforced concrete, precast, and structural steel).
- Experience in marine and coastal structures (e.g., jetties, wharves, marine foundations) is an added advantage.
- Solid understanding of geotechnical engineering reports and their integration into design.
- Proficient in BIM workflows and tools such as Revit and Navisworks.
- Hands-on experience with structural analysis and design software (e.g., ESTEEM, ETABS, SAFE, Tekla).
- In-depth knowledge of applicable codes and standards, including Eurocodes, British Standards, Malaysian Standards, and JKR/JBA guidelines.
- Strong coordination, communication, and stakeholder management skills in multidisciplinary environments.
