We are seeking a highly experienced Technical Manager to lead and coordinate all technical aspects of tendering and bid preparation for metro electrification projects. The successful candidate will play a key role in delivering competitive and compliant proposals while ensuring alignment with project requirements, engineering standards, and regulatory frameworks.

Key Responsibilities

  • Lead the development of comprehensive technical bid proposals in accordance with project specifications, Employer's Requirements, and applicable design standards.
  • Participate in pre-bid meetings, technical clarification sessions, and manage tender queries.
  • Identify, assess, and mitigate technical risks and develop cost-effective engineering solutions.
  • Collaborate with vendors, suppliers, and subcontractors to secure competitive quotations and technical submissions within deadlines.
  • Manage and guide bid teams to deliver complete and high-quality technical and commercial proposals.
  • Ensure compliance with local regulations, codes of practice, statutory requirements, and IEC standards.
  • Handle multiple tender submissions under tight timelines while maintaining quality and accuracy.
  • Prepare and deliver technical presentations to internal and external stakeholders.
  • Utilise engineering tools such as AutoCAD, BIM, and 3D modelling platforms.
  • Provide technical leadership to multidisciplinary teams throughout the bid lifecycle.
  • Work independently while ensuring effective cross-functional coordination.

Requirements

  • Degree in Electrical Engineering or related discipline (Master's degree is an advantage).
  • At least 8-12 years of relevant experience in metro electrification, railway systems, or infrastructure projects.
  • Proven experience in tendering, bid management, or project engineering for rail electrification systems.
  • Strong knowledge of traction power systems, OLE (Overhead Line Equipment), and rail electrification systems.
  • Familiarity with IEC standards and Singapore/local regulatory requirements.
  • Strong leadership, analytical, and problem-solving skills.
  • Proficiency in AutoCAD, BIM tools, and Microsoft Office applications.
