Technical Project Manager (International Infrastructure Projects)

We are seeking a highly capable Technical Project Manager to lead and deliver complex, multi-country infrastructure projects. This role serves as the key interface between international clients, engineering teams, internal stakeholders, and external partners to ensure seamless project execution from planning through to final delivery.
You will play a critical role in managing technical delivery, commercial alignment, and stakeholder expectations while ensuring projects are delivered on time, within scope, and to the highest quality standards. This position requires a mature, commercially aware professional with strong technical grounding, international client exposure, and the confidence to lead high-level discussions and manage complex project environments.
What you will be doing:
- Lead and manage end-to-end delivery of complex, multi-country technical and infrastructure projects from feasibility through to implementation and final handover
- Act as the primary point of contact for international clients, managing communication, expectations, and project alignment across all phases
- Drive technical and commercial discussions with clients and stakeholders, ensuring clarity, confidence, and alignment on project outcomes
- Coordinate cross-functional teams including engineering, commercial, finance, legal, procurement, and operations to ensure seamless project execution
- Oversee project timelines, budgets, resources, and deliverables while proactively identifying and mitigating risks and issues
- Manage scope definition, variation requests, and change control processes to ensure project objectives remain commercially and technically aligned
- Support preparation of technical proposals, project scopes, and solution designs in collaboration with internal technical teams
- Provide structured reporting, risk assessments, and project updates to senior management and clients, including executive-level presentations
- Engage with external stakeholders including partners, vendors, and authorities to support project delivery, approvals, and compliance requirements
- Ensure projects are delivered to required quality standards while maintaining strong governance, documentation, and stakeholder satisfaction
What you should have:
- Bachelor's degree in Engineering, Telecommunications, Project Management, or a related technical field
- Strong experience managing international technical or infrastructure projects across multiple countries or regions, preferably 8 -10 years in telecommunications, subsea cable, marine infrastructure, or data centre projects
- Proven ability to engage and manage senior stakeholders and international clients with strong communication and relationship management skills
- Ability to lead technical and commercial discussions while managing expectations, risks, and project direction effectively
- Strong coordination and leadership skills with experience working across engineering, commercial, and operational teams
- Solid understanding of project controls including budgeting, cost management, risk management, and change control processes
- Exposure to cross-border project delivery and international regulatory or permitting environments is an advantage
- PMP, PRINCE2, or equivalent project management certification is an added advantage
Salary Range: RM 14,000 - RM 15,000
