JOB PURPOSE
Provide strategic leadership in driving the growth and sustainability of Malaysia's digital economy by developing and executing investment attraction, export expansion, and ecosystem collaboration strategies, shaping policy and corporate direction, securing financial resources, and leading organizational transformation to enhance national competitiveness and innovation.
PRINCIPAL ACCOUNTABILITIES
Financial Perspective
- Lead strategies to attract foreign and domestic investments into Malaysia's digital sectors, expanding economic activity and strengthening global competitiveness.
- Develop initiatives that grow digital exports, enable international market entry for Malaysian tech firms, and catalyze innovation through collaboration across the digital ecosystem.
- Develop and execute financial strategies to secure adequate funding, optimize resource allocation, and sustain organization's digital economy initiatives and long-term operations.
- Oversee financial governance, grant management, and compliance enforcement to uphold integrity, accountability, and effective use of public and project funds.
- Advise the CEO and senior management on financial planning, budgeting, and investment decisions to ensure fiscal discipline, transparency, and alignment with national priorities.
Stakeholder / Customer Perspective
- Build and manage strategic relationships with key industry players, investors, and clients to ensure sustainable funding, client retention, and ecosystem resilience.
- Position organization's as a thought leader in the digital economy through research, advocacy, and strategic collaborations with global, regional, and national stakeholders.
- Lead response strategies for crises or major issues impacting the digital ecosystem, ensuring timely communication, resolution, and minimal disruption to stakeholders and operations.
Internal Process Perspective
- Lead the development of data-driven strategies, frameworks, and policies that guide Malaysia's digital transformation and ensure sustainable economic growth.
- Oversee strategic planning, performance management, and advisory initiatives to align organization's goals with national priorities and enhance the digital ecosystem's competitiveness.
- Establish and maintain robust risk management frameworks to identify, assess, and mitigate strategic and operational risks impacting digital economy initiatives and partnerships, ensuring compliance with regulatory and corporate governance standards.
- Ensure adherence to high standards of corporate governance, transparency, and ethical practices across all initiatives and partnerships, maintaining stakeholder confidence and organizational integrity.
- Champion organizational transformation through cultural change, innovation, and digital modernization to strengthen operational excellence and stakeholder satisfaction.
Learning & Growth (People, Capability & Innovation) Perspective
- Formulate and implement human capital strategies, including succession planning and competitive remuneration, to attract, develop, and retain high-performing talent.
- Champion the exploration, evaluation, and adoption of emerging technologies and innovation trends that can transform Malaysia's digital ecosystem, fostering a culture of continuous innovation and future-readiness. Position the organization as a thought leader in the digital economy through research, advocacy, and strategic collaborations with global, regional, and national stakeholders.
QUALIFICATIONS
- Bachelor's degree in Business Administration, Economics, Information Technology, Engineering, or a related field.
- Master's degree in Business Administration, Economics, Digital Technology, Public Policy, or related discipline will be and added advantage.
- Additional certifications in digital transformation, innovation management, or strategy (e.g., MIT Digital Business Strategy, INSEAD Leadership Program) are advantageous.
EXPERIENCE
- Minimum 15 years of progressive leadership experience in digital economy development, technology ecosystem management, investment promotion, or related sectors.
- Proven track record of leading large, complex teams and managing multi-million ringgit budgets.
- Demonstrated success in strategic planning, policy development, and executing national or regional digital initiatives.
- Experience working with government agencies, private sector stakeholders, investors, and international partners.
- Strong background in driving innovation, digital exports, and cross-border collaborations within the tech ecosystem.
- Prior exposure to corporate governance, financial management, and compliance in a senior leadership capacity.
- Demonstrated track record of building and leveraging strong networks within the digital industry ecosystem and across Federal Ministries, government agencies, regulators, and strategic stakeholders.
- Proven ability to engage senior government officials, industry leaders, investors, and ecosystem partners to drive policy alignment, strategic collaborations, investment outcomes, and national digital economy initiatives.
