Job Purpose

The Assistant Manager, AML Review is responsible for supporting high quality financial crime investigations, intelligence analysis, and regulatory reporting to ensure the Bank's compliance with AML/CFT requirements. The role provides analytical depth, supervisory support, and contributes insights into the bank wide AML framework.

In fulfilling these responsibilities, the Assistant Manager acts as a pragmatic business enabler, balancing strong regulatory expectations with practical, risk based decision making. The role is expected to partner constructively with Business, Operations, Product, and Compliance teams to drive effective outcomes, support customer centric operations, and strengthen the Bank's financial crime controls.

Key Responsibilities

  • AML transaction monitoring (TM) supports the Manager in ensuring investigation is performed per standard operating procedures (SOP) requirements and risk appetite set by Senior Management specifically on quality, timeliness and completeness including but not limited to reviewing Level 1 reviewer's case files.
  • Enforcement orders from law enforcement (LEA) agencies supports the Manager in ensuring responses to enforcement orders are timely, accurate and complete.
  • Submission of Suspicious Transaction Report (STR) ensures STRs meet the regulatory standards ensuring clarity, completeness and defensibility.
  • Supports the Manager in the Institutional AML Risk Assessment by contributing statistical information or typology analysis to support the AML/CFT Risk Assessment. Supply inputs on control effectiveness, including alert quality and STR conversion metrics and any other relevant information.
  • Performs periodic regulatory reporting to Bank Negara & Securities Commission as well as to the Board of Directors and Senior Management with regards to statistical information, typologies, and/or analysis as necessary.
  • Supports the Manager to ensure prompt identification of changes to United Nations Consolidated List and Ministry of Home Affairs (MOHA) List.
  • Stakeholder management - liaise with business units, operations, legal, compliance partners, and law enforcement (e.g., PDRM, MACC) where appropriate.
  • Participates in cross-functional working groups and/or AML initiatives e.g., AML transaction monitoring system enhancement, STR quality-improvement projects as instructed by the Manager.
  • Maintain accurate and complete records and supporting documentation across all AML processes performed in the team for audit and regulatory review.

Candidate Requirements

  • A degree of professional qualification from an institution recognized by the government of Malaysia. Professional certifications in AML such as from International Compliance Association (ICA) is an advantage.
  • Minimum 3 to 5-year experience in AML framework specifically in risk assessment, transaction monitoring and LEA process management.
  • Familiar with Malaysian AML laws and regulatory requirements issued by Bank Negara Malaysia and Securities Commission.
  • Strong analytical skills and ability to identify patterns from large or complex transactional patterns.
  • Basic knowledge in investment bank, securities and futures products and services.
