Job Description

Job Title -Senior HR Executive / Assistant Manager Human Resources (Singapore Focus)

Job Purpose

The Senior HR Executive / Assistant Manager Human Resources is responsible forend-to-end HR operations with a strong focus on Singapore, ensuring full compliance withSingapore labour laws, MOM regulations, and internal HR governance.

This role oversees HR operations, payroll, employee relations, policies, and workforce support across Singapore, while providing regional HR coordination where required.

Key Responsibilities

1. End-to-End HR Operations (Singapore)

  • Manage thefull employee lifecycle in Singapore, including onboarding, confirmation, probation management, transfers, offboarding, and termination.
  • Ensure strict compliance withSingapore Employment Act, MOM regulations, and statutory requirements.
  • Act as the primary HR point of contact for Singapore employees and managers.
  • Maintain accurate employee records, contracts, letters, and HR documentation.

2. HR Policies, Governance & Labour Law Compliance

  • Develop, implement, review, and updateHR policies, SOPs, and employee handbooksaligned with Singapore labour laws and best practices.
  • Interpret and advise management onSingapore labour legislation, employment contracts, disciplinary actions, and termination processes.
  • Ensure consistent application of policies and fair treatment across the organization.
  • Support audits, internal controls, and governance initiatives.

3. Payroll, Statutory & Benefits Administration

  • Overseemonthly payroll processing for Singapore, ensuring accuracy and timeliness.
  • ManageCPF contributions, IRAS tax filings, employee benefits, insurance, and claims administration.
  • Ensure payroll data integrity, audit readiness, and statutory compliance.
  • Prepare payroll and HR cost reports for management review.

4. Work Pass & Immigration Management

  • Managework pass applications, renewals, cancellations, and quota administration(EP, S Pass, Work Permit).
  • Liaise withMOM and external vendorson immigration-related matters.
  • Ensure compliance with work pass regulations and employment eligibility requirements.

5. Talent Acquisition & Workforce Support

  • Leadend-to-end recruitment for Singapore roles, including sourcing, interviewing, selection, and offer management.
  • Partner with hiring managers to support workforce planning and manpower needs.
  • Manage pre-employment checks, background verification, and onboarding coordination.

6. Employee Relations & Case Management

  • Handleemployee grievances, disciplinary matters, misconduct investigations, and termination casesin line with Singapore labour laws.
  • Provide guidance to managers on performance management and employee issues.
  • Liaise with legal counsel or authorities when required.
  • Ensure sensitive cases are handled professionally, confidentially, and compliantly.

7. Learning, Development & Employee Engagement

  • Coordinate employee training programs, compliance training, and development initiatives.
  • Support training administration, documentation, and evaluations.
  • Plan and execute employee engagement activities, onboarding programs, and staff events.
  • Promote a positive workplace culture and employee experience.

8. Reporting & Stakeholder Management

  • Prepare regular HR reports onheadcount, turnover, payroll, recruitment, and compliance metrics.
  • Work closely with internal stakeholders, auditors, payroll vendors, and service providers.
  • Support regional HR initiatives and projects when required.

Qualifications & Experience

  • Diploma or Degree inHuman Resources, Business Administration, or related field.
  • Minimum 5+ years of hands-on HR experience, withstrong focus on Singapore HR operations.
  • Proven experience inSingapore labour laws, MOM compliance, payroll, policies, and employee relations.
  • Regional HR exposure (Malaysia / China) is an added advantage.
  • Professional HR certifications (e.g.IHRP, SHRM, MyCA) are a plus.

  • Excellent communication and stakeholder management skills
